<br />disturbed by the information that a staff member will be spending half time <br />supporting the Sister City Commission. <br /> <br />~ Mr. Holmer said he agrees with Ms. Bascom. He said the City staff should make <br />citizens accept responsibility for the activities of the Sister City <br />Commission. <br /> <br />Ms. Ehrman said staff work was needed initially but now subcommittees of the <br />commission may do much of the work. She suggested the council wait and see. <br /> <br />Mayor Obie suggested the council consider an evaluation of the amount of staff <br />support required by City boards, committees, and commissions and then adopt a <br />policy about it. <br /> <br />Mr. Gleason said commissions with experienced members can sometimes do the <br />work themselves, but staff members cannot very well tell commissioners that <br />the City will not provide support. <br /> <br />Ms. Schue said the staff could take a "hard line" on requests for research and <br />work on special projects. Mr. Gleason responded that a policy guideline about <br />a IIhard linell would be helpful. <br /> <br />Ms. Bascom read the last sentence of Mr. Smith's memo that indicated there is <br />little interest in the Sister City Program. She said the City has a problem if <br />that is true. <br /> <br />e <br /> <br />Mr. Holmer said he used to arrange for meetings and minutes and do research <br />when he was chairperson of the Sister City Committee. He suggested the <br />council adopt a guideline that indicates staff support for the commission will <br />.. be about .2 or 2.5 of a staff person's time. <br /> <br />CB 2964--An ordinance concerning the Sister City Commission; <br />amending Section 2.013 of the Eugene Code, 1971; and <br />declaring an emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Council Bill 2964 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; the motion <br />carried 7:1 with Councilors Ehrman, Holmer, Schue, Wooten, <br />Rutan, Miller, and Bennett voting aye and Council Bascom <br />voting nay.
