He said many <br />people are getting rich who shouldn't be getting rich and it is very difficult <br />for police officers to take day after day, year after year. He said society <br />must solve the drug problem by indicating it is not acceptable. The police <br />cannot solve the problem and it has affected their attitude. <br /> <br />Mr. Gleason said it is good that public servants can move from police work to <br />fire fighting. It is hard to stay in one job a long time. <br /> <br />Mayor Obie suggested Mr. Gleason report annually to the council about police <br />work. <br /> <br />II. ORDINANCE CONCERNING THE SISTER CITY COMMISSION <br /> <br />City Manager Micheal Gleason introduced the item. Ernie Drapela of the Parks, <br />Recreation and Cultural Services Department gave the staff report. He said <br />the council converted the Sister City Committee into a commission on May 13, <br />1987. He said the success of the Sister City Committee is commendable but its <br />change to a commission has complicated the work program of the department. <br /> <br />Mr. Gleason distributed a May 5, 1987, memo to him from Ed Smith. The memo was <br />titled "Staff Support for Sister City Committee." Mr. Gleason said a <br />commission requires support staff of at least one person half time. He said <br />the Sister City Program is good but its increase impacts the departmental <br />budget. He suggested the council be aware of such impacts in the future as the <br />City tries to contain costs. <br /> <br />Ms. Bascom said members of the Tree and Beautification Commission have done <br />most of the work themselves because they know City resources are limited.
