He said many people are getting rich who shouldn't be getting rich and it is very difficult for police officers to take day after day, year after year. He said society must solve the drug problem by indicating it is not acceptable. The police cannot solve the problem and it has affected their attitude. Mr. Gleason said it is good that public servants can move from police work to fire fighting. It is hard to stay in one job a long time. Mayor Obie suggested Mr. Gleason report annually to the council about police work. II. APPOINTMENTS: NOTIFICIATION OF MAYOR1S APPOINTEES TO THE TREE AND BEAUTIFICATION COMMISSION, THE 1987 EUGENE CELEBRATION STEERING COMMITTEE, AND THE PUBLIC SAFETY ADVISORY COMMITTEE Mayor Obie said he has appointed Dennis Leuck, 1970 Garfield Street, to the Tree and Beautification Commission for an indefinite term. He appointed Nancy Jo Graham, 2314 Columbia; Teresa Hughes, 895 Fox Glenn; Ralph Mayes, 1635 Ferry Street; Bernie Murphy, 272 Foxtail Drive; Christy Barrett, 3247 Lincoln; and Gary Stevens, 3510 West 25th, to the 1987 Eugene Celebration Steering Committee. e Mayor Obie said he appointed Mark Davis, 1601 Olive; Annette Miller, PO Box 3741; Sylvia Roenhelt, 1957 Potter; Edward Margolis, PO Box 1909; Robert Lady, 2980 Pearl; Elizabeth Thwing, 2450 Pioneer Pike; Shannon McCarthy, 1510 Mill; Chris Peterson, 1852 Charnelton; Jan Gund, 1670 Lorane Highway; Steve Adey, 1375 Bailey; Gloria Timmons, 2825 Elinor; Hal Jole, 2045 Coventry Way; Thomas Hickey, 675 Nebraska; Linda Solin, 833 Lariat Drive; and Donna Lattin, 5310 Nectar Way, to the Public Safety Advisory Committee. III. ORDINANCE CONCERNING THE SISTER CITY COMMISSION City Manager Micheal Gleason introduced the item. Ernie Drapela of the Parks, Recreation and Cultural Services Department gave the staff report. He said the council converted the Sister City Committee into a commission on May 13, 1987. He said the success of the Sister City Committee is commendable but its change to a commission has complicated the work program of the department. Mr. Gleason distributed a May 5, 1987, memo to him from Ed Smith. The memo was titled "Staff Support for Sister City Committee." Mr. Gleason said a commission requires support staff of at least one person half time. He said the Sister City Program is good but its increase impacts the departmental budget. He suggested the council be aware of such impacts in the future as the City tries to contain costs. Ms. Bascom said members of the Tree and Beautification Commission have done most of the work themselves because they know City resources are limited.
