<br />e <br /> <br />The motion carried 5:3 with Councilors Ehrman, Holmer, Schue, <br />Bascom, and Miller voting aye and Councilors Wooten, Rutan, <br />and Bennett voting nay. <br /> <br />Mayor Obie said he would have to think about whether he would sign the <br />ordinance. <br /> <br />Replying to a question from Ms. Wooten, Mr. Gleason said implementation of the <br />ordinance raising sewer rates will be delayed if the Mayor vetos the <br />ordinance. Mr. Gleason said the Eugene Water & Electric Board (EWEB) does the <br />billing for sewer charges and, if the ordinance increasing the rates is not <br />implemented before July 1, EWEB will not increase the sewer rates for two <br />months. A delay of two months would change the whole rate structure. <br /> <br />Mayor Obie suggested the council approve a rate for the first year only or <br />pass separate ordinances for each year. <br /> <br />Ms. Bascom said some councilors who voted for the motion might change their <br />votes if there is no guarantee of a rate for the second year. She said the <br />difference between rates in the motion and $6.13 each year is small. <br /> <br />Mayor Obie said he opposes a $6.35 rate the second year because it will <br />probably be permanent. Answering questions from Mr. Holmer and Ms. Schue, <br />Mayor Obie said he does not know whether he will sign the ordinance. He said <br />he would prefer motions for each of the two years. <br /> <br />Mr. Holmer said he thought the motion would be acceptable to the Mayor. Now, <br />he said he has a problem. He said the rate will probably have to be $6.35 <br />e eventually but he would prefer a $6.13 rate for two years now. <br /> <br />Ms. Schue said lots of time will be wasted if the Mayor vetos the ordinance. <br />She suggested the council consider the $6.13 rate. <br /> <br />Mayor Obie said he would support a $6.13 rate now for two years. Responding to <br />Ms. Wooten, Mayor Obie reiterated that he opposes the $6.35 rate the second <br />year because it probably would be permanent. <br /> <br />Mr. Rutan said he would support a $6.13 rate for each year. He said councilors <br />want the lowest rate that will support minimum needs. <br /> <br />Mr. Bennett said he opposed the motion because he thought it would not be <br />acceptable to the Mayor. He said he would like a compromise that can be <br />supported by the council unanimously today. <br /> <br />Mr. Holmer moved, seconded by Mr. Rutan, to reconsider the <br />motion that directed preparation of an ordinance authorizing <br />local sewer rates of $6 and $6.35.
