Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; all e councilors present voting aye, the bill was declared passed (and became Ordinance No. 19485). VI. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED WEST OF RIVER ROAD BETWEEN KNOOP LANE AND BAUER LANE (JAMES AND VIRGINIA BYFORD) (AZ 87-6) City Manager Micheal Gleason introduced the item. He said the applicants requested annexation because of a failing septic tank. No conflicts of interest or ex parte contacts were declared. Mayor Obie entered the staff notes and minutes into the record and opened the public hearing. There being no requests to testify, Mayor Obie closed the public hearing. Answering a question from Mr. Holmer, Gary Chenkin of the Planning Department said all the properties in the city have a sign district. The residential sign district is appropriate for Tax Lot 4100 which is between Knoop and Bauer lanes. Res. No. 4042--A resolution furtheY'ing annexation to the City of Eugene and the Lane County Metropolitan Service District for property located west of River Road e between Knoop Lane and Bauer Lane. Final Order No. A/Z 87-6--A final order rezoning property located west of River Road between Knoop Lane and Bauer Lane from County RA/UL to City RA (Suburban Residential District) and applying the Residential Sign Distrct. Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the resolution and to approve Final Order No. A/Z 87-6 concerning property located west of River Road between Knoop Lane and Bauer Lane. Roll call vote; the motion carried unanimously, 8:0. VII.
