<br /> XII. ORDINANCE CONCERNING REVISIONS TO CHAPTER 7 (LOCAL IMPROVEMENTS AND <br /> CONSTRUCTION AND USE IN PUBLIC WAYS) <br /> e City Manager Micheal Gleason introduced the item. <br /> CB 2971--An ordinance concerning local improvements and <br /> construction and use in public ways; amending Sections <br /> 7.160, 7.165, and 7.295 of the Eugene Code, 1971; and <br /> declaring an emergency. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br /> read the second time by council bill number only, with unanimous <br /> consent of the council> and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bill 2971 was read the second time by council bill number only. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance No. 19488). <br /> XIII. RESOLUTIONS ESTABLISHING FUNDS <br /> City Manager Micheal Gleason introduced the item. Tony Mounts of the Finance <br /> Division gave the staff report. He distributed copies of revised resolutions. <br /> He said the revisions resulted from discussions with Mr. Holmer. He said the <br /> e funds being established will facilitate payment of the debt service on the <br /> general obligation bonds for the expansion of Mahlon Sweet Airport. The <br /> revision to Section 2 of Resolution 4046 indicates that revenue sources shall <br /> be from non-property tax resources and may include revenues from other state <br /> shared revenues as well as revenues from the State Alcoholic Beverage Tax. <br /> City Attorney Tim Sercombe discussed the purpose of Resolution 4046 and said <br /> the special funds will be created to avoid reducing the tax base. <br /> Mr. Holmer said the revision to Section 3 of Resolution 4047 clarifies that <br /> debt service payments will be made from General Obligation Bonds, Revenue <br /> Bonds, and State loans. <br /> Res. No. 4046--A resolution establishing a State-Shared Revenue <br /> Capital Projects Fund. <br /> Res. No. 4047--A resolution establishing an Airport Debt Service <br /> Fund. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br /> resolutions.
