The property <br /> owners probably will provide supporting evidence and they may have to pay for <br /> that. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, to initiate at <br /> this time the public review of the Awbrey/Meadowview Metro <br /> Plan amendment proposal as prepared by the Eugene Planning <br /> Commission. <br /> Responding to a comment from Ms. Ehrman, Ms. Brody said the Planning staff <br /> will prepare a Metro Plan amendment to expand the Urban Growth Boundary to <br /> include 200 acres in the Awbrey/Meadowview site as recommended by the Planning <br /> Commission if the amendment passes. <br /> Mr. Rutan moved, seconded by Mr. Holmer, to amend the motion <br /> to direct the Planning Commission not to limit the Metro <br /> Plan amendment to a 200-acre site but to consider all the <br /> pertinent issues and recommend an appropriate total acreage <br /> for the expansion. <br /> Ms. Bascom pointed out the proposed amendment is for "about" 200 acres. <br /> Ms. Brody said a specific size in the proposal is necessary to advertise the <br /> e Planning Commission's public hearing. She said it would be difficult for the <br /> public to understand the proposal if the amendment to the motion is approved. <br /> She said the proposal could be for 700 acres and the council could reduce it <br /> later. <br /> Mr. Holmer suggested the amendment be modified to indicate the public hearing <br /> will be for the Planning Commission's recommendation with the understanding <br /> the council may change the acreage. <br /> Mr. Rutan suggested the amendment be modified to indicate "an appropriate <br /> total acreage that could be all of the site." <br /> City Attorney Tim Sercombe said the proposal presented to the public for the <br /> Planning Commission1s public hearing should indicate a definite size for the <br /> proposed expansion of the urban growth boundary and the exception to Statewide <br /> Planning Goal #3. He said additional public hearings might be required if the <br /> council increases the size of the Awbrey-Meadowview site. He suggested the <br /> council delegate a decision about the size of the expansion to the applicant. <br /> Then the Planning Commission could consider whatever size is requested by the <br /> applicant. <br /> Mr. Rutan said he would like the Planning Commission and City Council to be <br /> able to objectively consider an appropriate size for the expansion.
