Ms. Bishow said the planning commissions could hold a joint hearing and the Eugene City Council could consider the commission's recommendation and change the size of the expansion before the other elected bodies consider the amendment. Mr. Rutan withdrew the amendment to the motion. Mr. Rutan moved to amend the motion to direct the Planning Commission to consider an approximate total acreage of 500 acres for the Awbrey/Meadowview industrial site. The amendmend died for lack of a second. Mayor Obi e said a 200-acre expansion of the urban growth boundary is substantial. He said the site could be increased in the future if an increase is warranted. He said the Planning Commission should develop a practical proposa 1 . He said the timing of consideration of the proposal is important. He said the community has more special light industrial sites than necessary, they do not have railroad access, and an industry is considering a location in Eugene now but the most appropriate site may be a swamp. He emphasized the need for conSidering the proposed amendment within six months. PUBLIC HEARING: CITY OF EUGENE FY88 ANNUAL BUDGET City Manager Micheal Gleason introduced the item. He said the proposed budget includes all the recommendations of the Budget Committee and responses to special concerns of Ms. Bascom. Mayor Obie opened the public hearing. Jim Piercey, 195 Sunshine Acres Drive, said he is president of the Eugene- Springfield Metropolitan Partnership. He thanked the councilors for their concern about the Partnership. He said the $15,000 decrease in the City's contribution to the Partnership will affect recruitment and marketing by the Partnership.
