CITY COUNCIL MINUTES OF MEETING OF JUNE 22, 1987, AND LUNCH/WORK <br /> SESSION OF JUNE 24, 1987 <br /> e Ms. Ehrman moved, seconded by Mr. Holmer, to approve the <br /> Ci ty Counci 1 m; nutes of June 22, 1987, and June 24, 1987. <br /> Mr. Holmer noted that page 9 of the minutes of June 24 stated that Mr. Holmer <br /> had been the only councilor to vote against the use of tax increment <br /> financing. He said the minutes of the council's work session of December 8, <br /> 1986, contained a description of a straw ballot on support for incurring <br /> additional tax increment financing obligations within the boundaries of the <br /> renewal district. He said the motion had carried 4:2:1, with Councilors <br /> Holmer and Hansen opposed, and with Councilor Rutan abstaining. <br /> Mr. Holmer said he had raised the issue of tax increment financing because he <br /> did not believe it had been adequately discussed in connection with the draft <br /> urban renewal plan now being considered.
