<br /> CB 2981--An ordinance concerning airport fees and charges; <br /> repealing Sections 2.416 and 2.417 of the Eugene <br />e Code, 1971; amending Sections 2.415, 2.420, 2.430, <br /> 2.440, 2.441, and 2.442 of that code; and declaring <br /> an emergency. <br /> Mr. Rutan moved, seconded by Mr. Miller, that the bill <br /> be read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time. The motion carried unanimously, 6:0. <br /> Council Bill 2981 was read the second time by council bill number only. <br /> Mr. Rutan moved, seconded by Mr. Miller, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance No. 19496). <br /> VIII. 5TH AVENUE COMMITTEE--FINAL DESIGN RECOMMENDATIONS <br /> City Manager Micheal Gleason introduced the item. Jerry Gi 11 of the <br /> Development Development gave the staff report. He said the proposal before <br /> the council concerns design guidelines for the 5th Avenue area. <br /> Noting that the councilors rece i ved a IIProposed Schedul e of 5th Avenue <br /> Improvements for CI plI that indicated $140,000 from Community Development <br /> Block Grant (CDBG) funds would be used for the improvement of the 5th Avenue <br />e area, Mr. Miller said the Community Development Committee (eDC) will recommend <br /> that only about $25,000 of CDBG funds be used for the project. He said the CDC <br /> intends to contribute SI,OOO for each street light and the total is not to <br /> exceed $25,000. He said SI,OOO will fund regular street lights only. The <br /> additional cost of the ornamental street lights recommended by the ad hoc <br /> committee will have to be funded by the General Fund. He said there are many <br /> other needs for CDBG funds. <br /> Mr. Bennett said he favors the ornamental street lights. He said they are <br /> very important, will connect the 5th Avenue a rea wi th the rest of the <br /> downtown, and will have a long-term impact. <br /> Ms. Bascom said the funds for this year1s improvements have been authorized. <br /> She said future funding can be addressed later. <br /> Ms. Schue agreed with Ms. Bascom and said she supports the guidelines. <br />e MINUTES--Eugene City Council September 9, 1987 Page 10 <br />
