JURISDICTIONAL TRANSFER OF COUNTY ROADS <br /> City Manager Micheal Gleason introduced the item. <br /> CB 2982--An ordinance requesting that jurisdiction over <br /> portions of County roads be transferred to the City <br /> of Eugene; and declaring an emergency. <br /> Mr. Rutan moved, seconded by Mr. Miller, that the bill be <br /> be read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time. <br /> Ms. Wooten said she will support the motion reluctantly. She sa i d she is <br /> worried that the urbanization process will cost the City more than it gains. <br /> Mr. Gleason said the jurisdictional transfer of county roads to the City is <br /> part of the urbanization process that has included jail operations, planning, <br /> and parks. He said the process results in the City and Lane County accepting <br /> responsibilities indicated in the Metropolitan Area General Plan. He said the <br /> urbanization process will be about "cash neutral." <br />e The motion carried unanimously, 6:0. <br /> Mayor Obi e left the dias and Mr. Rutan presided during the rest of the <br /> meeting. <br /> Council Bill 2982 was read the second time by council bill number only. <br /> Mr. Rutan moved, seconded by Mr. Miller, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance No. 19497) <br /> X. RESOLUTION SUPPORTING THE LANE EXTENSION SERVICE LEVY <br /> City Manager Micheal Gleason introduced the item. <br /> Ms. Bascom said she requested preparation of the resolution urging support for <br /> the Lane County Extension Service levy. She said Oregon State University <br /> administers the Extension Service which is an outreach program. She said the <br /> Extension Service shares knowledge among ordinary people and increases the <br /> economic well-being of the area.
