She said no building on the public <br /> utility easement would be permitted but vehicles could be parked on it. <br /> Mr. Miller said the area is in transition. He said denial of the vacation will <br /> encourage children and other people to cross the railroad tracks. He said the <br /> vacation has been expected and approval of it may be an impetus to create <br /> another access. He said he supports the proposed resolution and efforts to <br /> mitigate its impact. <br /> Mayor Obi e agreed with Mr. Miller. Mayor Obie said the City should not <br /> provide an illegal railroad crossing although people may use it. He said the <br /> vacation should have been foreseen when the railroad crossing was closed. He <br /> said he would like to investigate other alternatives. He said the councilors <br /> must make a difficult decision but it is important to consider the economic <br /> impact of the decision and to retain the jobs. He said he discussed the matter <br /> with Springfield Mayor Gorman who said it was unfortunate that the City of <br /> Springfield had to terminate the Farwest Rebar Company lease. <br /> Ms. Wooten said there has been no proof that the vacation is essential to the <br /> location of the new Farwest Rebar building. She. said no jobs are at risk. She <br /> said she favors denying the request because it does not include an alternative <br />e access. <br /> Mr. Miller said the traffic created by the new Farwest Rebar building might be <br /> dangerous to pedestrians on Henderson Avenue and the use of the area by <br /> company vehicles will enhance the industrial operation. <br /> Ms. Bascom said it seems that the residents are being IIsquashedll by a <br /> successful business. But the railroad crossing is closed, the PUC will not <br /> agree to reopen it, and it would not be financially possible to provide <br /> another pedestrian access. She said she realizes that people will cross the <br /> railroad wherever they can. She said she favors approving the request because <br /> the area has been designated for industrial use but that action will not <br /> comfort the residents. <br /> CB 2979~-An ordinance vacating the portion of Henderson Avenue <br /> between 19th and 21st avenues in Glenwood. <br /> Mr. Rutan moved, seconded by Mr. Miller, that the bill be <br /> read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time.
