2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Establishes Electronic Product Stewardship Account. Appropriates moneys from General Fund <br /> to Department of Environmental Quality for implementation of program for collection, reuse and <br /> recycling of electronic products. Requires that moneys appropriated from General Fund be <br /> reimbursed to fund within 2005-2007 biennium. Requires sellers of certain electronic products <br /> to charge first in-state buyers advance recycling fee to cover costs of program for collection, <br /> reuse and recycling of products. Appropriates moneys collected through advance recycling <br /> fees to department for operation of program. Provides that qualified organizations shall receive <br /> funding from account to promote and organize collection, reuse and recycling of electronic <br /> products. Requires manufacturers of electronic products to report certain information to <br /> SB 0740 3 Support department. Sunsets January 2, 2016. 3/31 <br /> Declares approval or denial of approval of subdivision or partition plat by county surveyor or <br /> other specified public servants is not land use decision or limited land use decision. Excludes <br /> county surveyor's approval of subdivision plat or partition plat from definition of 'limited land use <br /> SB 0745 3 Monitor decision. ' Declares emergency, effective on passage. 3/31 <br /> Modifies amount of medical marijuana authorized person or designated primary caregiver <br /> may possess under certain circumstances. Authorizes multiple-person grow site to produce <br /> medical marijuana for up to seven eligible persons. Eliminates affirmative defense of medical <br /> necessity in certain circumstances. Clarifies meaning of mature plant for purposes of Oregon <br /> Medical Marijuana Act. Authorizes certain licensed health care professionals to administer <br /> medical marijuana to authorized persons in certain circumstances. Requires Department of <br /> Human Services to develop system to allow authorized law enforcement personnel to access <br /> list of persons issued registry identification cards. Requires state and local law enforcement <br /> )ersonnel to provide identification to department prior to obtaining information from list of <br /> )ersons issued registry identification cards. Creates Advisory Committee on Medical Marijuana <br /> SB 0772 3 Neut/Am ~n department. 3/31 <br /> Establishes Multimodal Transportation Fund to make loans to public bodies and private <br /> entities for transportation projects. Authorizes issuance of $200 million in lottery bonds for fund. <br /> Requires that moneys from interest on loans and repayment of principal of loans be deposited <br /> into Oregon Transportation Infrastructure Fund. Sunsets fund on January 2, 2008. Declares <br /> SB 0777 3 Neutral emergency, effective July 1, 2005. 3/17 <br /> Sets limits on amounts that may be contributed to political candidates and political <br /> committees. Modifies limits if candidate contributes specified amount to candidate's own <br /> campaign. Requires filing of statement by person making certain independent expenditures or <br /> electioneering communications. Prohibits direct corporate and labor union contributions. <br /> Requires reporting of contributions made by intermediaries. Provides civil penalties.
