Ms. Bettman, seconded by Ms. Taylor, moved to change the priority of the bill to Priority <br /> 2. The motion passed unanimously. <br /> <br />SB 0853 <br /> <br />Ms. Bettman suggested the bill, related to University tax incentives, be assigned a neutral position as it was <br />more related to the operations of the University of Oregon. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Neutral. <br /> The motion passed unanimously, 2:0. <br /> <br />SB 0955 <br /> <br />Responding to a question from Ms. Bettman about what currently existed to protect condominium owners <br />from defects in new construction, Ms. Osbom was unsure that the City had anything in place now. She said <br />the bill was an attempt to find a middle ground that would protect owners as well as contractors. She noted <br />that Richie Weinman of the Planning and Development Department had indicated mild support for the bill. <br />He said the local condominium operators that he consulted were also mildly supportive of the bill. <br /> <br />The committee considered two bills for which additional information had been provided to the committee. <br /> <br />HB 2997 <br /> <br />Ms. Bettman believed the bill, which provided an exemption from competitive bidding and prevailing wage <br />requirements on public improvements constructed or donated by community groups, might give the City <br />more flexibility but it relaxed the existing rules, which she supported. <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to change the status of the bill to Oppose. <br /> The motion passed unanimously. <br /> <br />HB 2068A <br /> <br />Ms. Bettman questioned why the City should be working to help airplane owners avoid civil penalties for <br />late registration and renewal of aircraft. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to drop HB 2068A from further considera- <br /> tion. The motion passed unanimously. <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to adopt the committee's recommendations <br /> and forward them to the City Council.
