SB 0161 <br /> <br />Ms. Bettman asked if elections could be postponed now in the case of an emergency. Mr. Lidz said no. Ms. <br />Bettman asked if the governor could postpone elections using his emergency powers. Mr. Lidz did not think <br />so. Ms. Bettman pointed out that the state held mail-in elections and it would require an extraordinary <br />situation to postpone an election. In addition, she believed the governor had the power already. <br /> <br /> Ms. Bettman moved to change the status of the bill to Oppose. <br /> <br />The motion died for lack of a second. <br /> <br />Ms. Walston indicated staff recommended a position of support because it did not think it a bad idea to <br />clarify the situations under which an election could be held. <br /> <br />Ms. Taylor supported the bill because people generally waited until the last minute to cast their votes. <br /> <br />Responding to a question from Ms. Bettman, Mr. Heuser indicated the bill had a hearing in January and no <br />further progress had been made. He noted that the bill had been offered by the Secretary of State. <br /> <br />Mr. Pap6 said "if it ain't broke, don't fix it." <br /> <br />Ms. Bettman thought there were too many opportunities for an emergency to be declared, including a <br />potential emergency. <br /> <br /> Ms. Bettman, seconded by Mr. Pap6, moved to change the status of the bill to Neutral. The <br /> motion passed unanimously. <br /> <br />SB 0164 <br /> <br />Responding to a question from Mr. Pap6, Ms. Feldman said the bill would require those who were being <br />paid to register and go through a training program. Mr. Pap6 asked if a "paid signature gatherer" was <br />defined. Ms. Feldman did not think so. Mr. Pap6 thought the bill had the potential to put a damper on <br />signature gathering. He suggested that it could have an unintentional effect if it precluded someone who <br />worked for an agency such as United Way from signature gathering. <br /> <br /> Mr. Pap6 moved to change the status of the bill to Priority 3, Neutral. <br /> <br />The motion died for lack of a second. <br /> <br />Ms. Bettman said if the bill only applied to paid signature gatherers, she did not object to the staff <br />recommendation. Mr. Pap6 asked if the bill could be held over for additional information about whether the <br />bill defined paid signature gatherers and who was affected.
