Mr. Papd asked if the comprehensive draft would displace other bills. Mr. Heuser was not sure. He said the <br />Senate could negotiate with the House before forwarding the bill, or move the bill to the House and then <br />negotiate. It would come down to negotiations between the Senate and House leadership. Mr. Heuser <br />indicated the CCIGR would consider the comprehensive draft the following week. <br /> <br />Ms. Bettman asked if any of the Ballot Measure 37-related bills would make progress in the coming week. <br />Mr. Heuser did not think so. <br /> <br />HB 3120 <br /> <br />Ms. Taylor indicated opposition to the bill. <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to change the status of House Bill (HB) <br /> 3120 to Priority 1, Oppose. The motion passed unanimously. <br /> <br />HB 3131 <br /> <br />Responding to a question from Ms. Bettman, Mr. Klein said the bill authorized an owner or group of owners <br />of an affected property to pay compensation on behalf of a public entity that intended to allow the use of <br />property in lieu of compensation. It mandated that government give a group of property owners the ability <br />to offer up compensation as opposed to the local government waiving a regulation. The City already <br />included that authority in its code. The bill would require the City to provide the option and included new <br />requirements for notice the City did not have in its code. <br /> <br />Mr. Heuser indicated the bill had not yet received a hearing and one was not scheduled. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Neutral. <br /> The motion passed unanimously. <br /> <br />HB 3132 <br /> <br />Mr. Heuser indicated this bill, like the previous and following bills, was offered by Representative Phil <br />Barnhart and it had not received a hearing and one was not scheduled. <br /> <br />Responding to a question from Ms. Bettman, Mr. Klein said the bill addressed the area outside the urban <br />growth boundary in that it regarded farm and forest deferral taxes. If a Ballot Measure 37 waiver was <br />granted, the portion of the property receiving the waiver would no longer be subject to the property tax <br />deferral. <br /> <br />Mr. Pap~ left the meeting briefly.
