Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Support. <br /> The motion passed unanimously. <br /> <br />HB 3220 <br /> <br />Mr. Klein said the bill made it explicit a Ballot Measure 37 waiver was personal to a property owner. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Support. <br /> The motion passed unanimously. <br /> <br />HB 3349 <br /> <br />The CCIGR considered the bill, which was held over from a previous meeting. Mr. Klein indicated the bill <br />was intended to correct what some considered a "glitch" in how Ballot Measure 37 might impact other farm <br />owners. There was a concern that if a waiver was granted for one farm owner, the surrounding properties <br />might lose their exclusive farm use zone and tax deferral. <br /> <br />Mr. Papd returned to the meeting and assumed the chair. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the status of the bill to Support. <br /> The motion passed, 2:1; Mr. Papd voting no. <br /> <br />HB 3411 <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to change the status of the bill to Priority 2 <br /> Support. The motion passed unanimously. <br /> <br />Priority 3 Bills <br /> <br />HB 3010 <br /> <br />The CCIGR considered HB 3010, carried over from the previous meeting. Mr. Cushman said that City <br />Attorney Jerry Lidz believed that the answer to the committee's earlier questions depended on the structure <br />of the civilian review board. If the board was part of the City, disclosure to that entity would not constitute <br />a disclosure of the record. If the body was an outside entity, it would be a disclosure. He noted that <br />Jeannine Parisi, staff to the Police Commission, did not see the issue as a problem. The Portland Review <br />Board goes to the departments and looks at the actual police report, and when copies were shared at <br />meetings all the information was redacted for public purposes, specifically, address, phone number, Social <br />Security Number, and date of birth. If the bill passed, the City could substitute age for the date of birth <br />identifier.
