Call to Order/Review Agenda

Mr. Pap6 called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.

Mr. Pap6 added reconsideration of House Bill (HB) 2608 as the first agenda item.

Ms. Bettman distributed a resolution regarding protection of the McKenzie Watershed. She asked that it be
discussed at the next meeting.

2. House Bill 2608

Mr. Heuser reported that House Bill (HB) 2608 had a hearing in mid-March and there had been no activity
around it since. He suspected it might be dead. Mr. Pap6 asked if the City would have time to act on it if it
moved. Mr. Heuser said he believed so. If the bill was to be taken up, it would occur before May 1. The
48-hour rule would be in effect through that date. He would have time to get in touch with the committee if
the bill began to move. Mr. Heuser assured the committee that he would e-mail members if the bill suddenly
began to move to get a sense of their position on the bill, and the committee would take formal action at the
next meeting.

Mr. Pap6 asked the committee what it wanted to do. Ms. Bettman wanted to take a strong position of
opposition to the bill. She said a neutral position was better than a support position.

Ms. Taylor did not know why the City would oppose the bill given that it involved individuals who were in
the country illegally. She did not think such individuals should be able to secure driver's licenses.

Ms. Taylor, seconded by Mr. Pap6, moved to change the position of the bill to Neutral.

MINUTES--Council Committee on Intergovernmental Relations April 21, 2005 Page 1
