Ms. Taylor said she offered the motion because of people's passions about the bill and because she did not <br />think anything would happen with the bill. <br /> <br /> The motion passed, 2:1; Ms. Bettman voting no. <br /> <br />Ms. Bettman indicated her intent to pull the bill for further discussion when the council considered the <br />committee's recommendations. <br /> <br />3. Approval of Minutes <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the minutes of April 7, 2005. <br /> The motion passed unanimously. <br /> <br />4. Grant Proposal Review <br /> <br />Mr. Solin was present to follow up on his February request for council support for a Homeland Security <br />grant. He said he had received notice the previous day that the grant had been awarded in the amount of <br />$183,000. The expenditures proposed were outlined in a memorandum provided to the committee entitled <br />State Homeland Security Grants'. Mr. Solin reviewed the list of expenditures, which were primarily for <br />equipment. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to approve the grant proposal. <br /> <br />Ms. Bettman determined from Mr. Solin there was no local match required for the grant. If the money was <br />not granted, the City would not be able to make the proposed expenditures. <br /> <br /> The motion passed unanimously. <br /> <br />5. Review Pending Legislation <br /> <br />Priority 1 Bills' <br /> <br />HB 3401 <br /> <br />Responding to a question from Mr. Pap6 about what would be allowed under the bill, which would authorize <br />the retention of a replaced dwelling on land zoned for forest or farm use, Mr. Yeiter indicated he believed <br />what would be allowed was limited. If the bill passed, the original dwelling need not be demolished or <br />removed if intended for a caretaker, or if the original dwelling was occupied by a relative of the farm <br />operator. Mr. Pap6 asked that the bill be deferred. If the circumstances were truly limited, he might make a <br />motion to change the recommendation. Ms. Bettman asked if the bill was likely to move. Mr. Heuser said it <br />was hard to say. The bill, like all such bills, was getting a hearing, and it was likely a high-level agreement <br />would be negotiated between the parties for a package of bills.
