2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br />Restores cigarette tax dedicated to Oregon Health Plan. Extends indefinitely period in which <br />tax is imposed. Applies to cigarettes distributed in calendar quarters beginning on or after <br /> HB 2048 1 Support effective date of Act. Takes effect on 91st day following adjournment sine die. 2/01 <br /> Modifies offense of violating speed limit by requiring driver to drive 20 miles per hour or less in <br /> school zones when children are present or flashing light is in operation. Declares emergency, <br /> HB 2365 1 Oppose/Am effective July 1, 2005. 2/11 <br /> Prohibits unit of local government from imposing industry-specific sales tax. Permits collection <br /> of otherwise prohibited tax if ordinance or other law imposing tax took effect or became <br /> HB 2396 1 Oppose operative before January 1, 2005. Takes effect on 91st day following adjournment sine die. 2/17 <br /> Imposes requirements on local governments with respect to provision of telecommunications <br /> HB 2445 1 Oppose service by local government. Provides exceptions. 2/17 <br /> Requires custodian of public record in executive department or special government body to <br /> ~ermit member or committee of Legislative Assembly to review confidential public record when <br /> member or committee considers review necessary to evaluate effect of law or performance of <br /> HB 2489 I Oppose ~ublic body. 3/09 <br /> Establishes property tax exemption for property that is owned by fraternal service organization <br /> and used by charitable organization. Prohibits exemption if property is used for fraternal <br /> HB 2511 1 Oppose organization purposes. Applies to tax years beginning on or after July 1, 2006. 3/17 <br /> Repeals prohibition on real estate transfer taxes. Takes effect on 91st day following <br /> HB 2520 1 Support adjournment sine die. 3/09 <br /> Adds additional public facilities and assets to list of capital improvements for which local <br /> HB 2523 1 Support/Am government unit may assess and collect system development charges. 3/09 <br /> Prohibits public body from including cost of legal services in fees established for disclosing <br /> public records. Except when person requests disclosure of public records in manner other than <br /> manner in which public body maintains public records, prohibits public body from including <br /> HB 2545 I Support/Am labor costs in fees established for disclosing public records. 3/24 <br /> Authorizes State Forester to participate in federal partnership program for protection of <br /> environmentally important forests. Allows State Forestry Department to apply for, accept and <br /> utilize gifts, grants, bequests, endowments and donations to fund participation in federal <br /> partnership program. Requires participation if moneys received. Declares emergency, effective <br /> HB 2709 I Support on passage. 3/31 <br /> Requires local government taxes imposed on or measured by income to be imposed on or <br /> measured by taxable income as determined for state personal income tax purposes or Oregon <br /> taxable income as determined for state corporate excise or income tax purposes.
