2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Modifies annual cap for total amount of corporate excise and income tax credits available for Iow-income housing financing loans. Applies to tax years beginning on or after January 1, 2005. HB 2775 I Support Takes effect on 91st day following adjournment sine die. 4/07 Provides special assessment for property tax purposes for certain renovations of residential HB 2832 I Oppose/Am property. Applies to tax years beginning on or after July 1, 2006. 4/07 Appropriates moneys from General Fund to Department of Education for State School Fund. Limits biennial expenditures of lottery funds allocated to department for State School Fund. Limits biennial expenditures of department from timber tax funds and accounts. Establishes maximum amount department may spend from State School Fund each fiscal year of biennium. Appropriates moneys from General Fund to department for Local Option Equalization Grants Account. Directs Oregon Department of Administrative Services, in consultation with Legislative Fiscal Office, to determine amount of projected savings to school districts and education service districts from specified actions. Reduces amount appropriated from General Fund to Department of Education for State School Fund by amount equal to projected savings. Appropriates amount equal to projected savings from General Fund to HB 2855 I Support Education Stability Fund. Declares emergency, effective July 1, 2005. 4/07 Directs cities to distribute percent of moneys received by cities from violations of laws and ordinances related to parking privileges for disabled persons to organizations that serve HB 2867 1 Oppose ~ersons with disabilities. 4/07 HB 2869 1 Support/Am Imposes fee on retail sale of studded tires or on installation of studs in tire. 3/24 Increases limit on fees imposed by local government for implementing local community right HB 2943 1 Support to know regulatory program. 5/12 Authorizes industrial development in buildings of any size and type on industrial lands outside urban growth boundaries of cities and metropolitan service district. Repeals sunset provision of Act authorizing industrial development in buildings of any size and type on industrial lands. HB 2956 1 Oppose Declares emergency, effective on passage. 4/14 Requires local government with urban growth boundary to provide for and maintain long-term HB 2963 I Oppose and short-term supplies of land within urban growth boundary for industrial or commercial use. 4/14 HB 2998 I Support/Am Extends period during which property tax exemption for multiunit housing may be granted. 4/07 Requires approval of urban renewal plan by each city or county with tax revenues that will be reduced upon adoption of urban renewal plan.
