2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 SB 0295 1 Oppose Modifies distribution of fines collected in traffic offense cases. 2/11 Expands crime of invasion of personal privacy and redesignates it as invasion of personal ~rivacy in second degree. Creates crime of invasion of personal privacy in first degree. SB 0297 I Support Punishes by maximum of five years' imprisonment, $125,000 fine, or both. 2/17 Requires custodian of public record in executive department or special government body to ~ermit member or committee of Legislative Assembly to review confidential public record when member or committee considers review necessary to evaluate effect of law or performance of SB 0340 1 Oppose ~ublic body. 3/09 Prohibits unit of local government from imposing sales tax on meals prepared and sold inside boundaries of unit of local government. Permits collection of otherwise prohibited tax if ordinance or other law imposing tax took effect or became operative before January 1, 2003. SB 0343 I Oppose Takes effect on 91st day following adjournment sine die. 3/09 Eliminates school district taxes from division of tax method of funding urban renewal plans. Applies to urban renewal plans that are adopted or substantially amended on or after effective SB 0412 1 Support/Am date of Act. 2/24 Authorizes State Forestry Department to apply for, accept and utilize federal grants for forest SB 0496 1 Support legacy programs. Declares emergency, effective on passage. 3/09 Requires applicant for energy facility site certificate to obtain land use approval from local government. Requires State Department of Energy to generate environmental impact statement. Allows site certificate to be granted only if applicant can show need for generating SB 0527 1 Support capacity. Requires disclosure of financial ability and criminal history by applicant. 3/09 Directs Department of Environmental Quality to condition discharge permits to prohibit discharge of toxic substances in amounts or concentrations that may be harmful to aquatic life SB 0555 1 Support/Am or human health. 2/24 Requires election of members of boards of directors of certain mass transit districts situated in SB 0558 1 Support standard metropolitan statistical areas with populations of 400,000 or fewer individuals. 2/24 Requires local government amending comprehensive plan or land use regulation for protection of natural resources and conservation of scenic, historic and open space resources to concurrently expand urban growth boundary or modify type and intensity of use of land within boundary to ensure that development capacity is maintained. Prohibits amendments from becoming effective until developable land is designated to replace protected land and SB 0649 1 Oppose amendments are acknowledged by Department of Land Conservation and Development. 4/14 SB 0650 1 Oppose Modifies standards for amending existing urban growth boundary. 3/24 Requires county board or local boundary commission to approve petition for formation of special district if petition meets specified legal requirements. Applies to petitions filed with SB 0660 1 Oppose board on or after effective date of Act. 3/09
