Provides exceptions. Requires local governments to adopt zoning <br /> ordinances for secondary land that are consistent with land use planning goals relating to <br /> urbanization. Provides that single family dwelling may be established on secondary land with <br /> specified exceptions. Sets schedule for amendment of state and local goals, rules and plans. <br /> Provides that single family dwellings are allowed on land that meets statutory criteria prior to <br /> amendment of state and local goals, rules and plans. Provides that all existing state and local <br /> goals, rules and plans not consistent with statute have no legal effect as of effective date of <br /> statute.
