2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Creates standard for fire-safe cigarettes. Requires State Fire Marshal to determine whether <br /> cigarette variety meets standard for fire-safe cigarettes. Requires State Fire Marshal to publish <br /> and distribute list of fire-safe cigarettes beginning no later than January 1, 2006. Prohibits <br /> distribution or offer to sell cigarette unless cigarette is of variety State Fire Marshal has <br /> determined to be fire-safe cigarette. Makes violation by person distributing or offering to sell <br /> cigarettes to wholesaler or retailer subject to civil penalty not to exceed greater of $10,000 or <br /> five times value of cigarettes. Makes civil penalty applicable to distributions or offers to sell <br /> occurring on or after March 1, 2006. Makes violations by person distributing or offering to sell to <br /> )ublic subject to civil penalty, not to exceed $500 for violation involving not more than 1,000 <br /> cigarettes and not to exceed greater of $1,000 or five times value of cigarettes for violation <br /> involving more than 1,000 cigarettes. Makes civil penalty applicable to distributions or offers to <br /> HB 2942 2 Support sell occurring on or after July 1, 2006. Prohibits cigarette packages or cartons that bear device 4/07 <br /> Modifies property tax exemption for veterans' residences. Indexes exemption amount and <br /> maximum eligible gross income levels to cost-of-living changes. Applies to tax years beginning <br /> HB 2945 2 Oppose on or after July 1, 2006. 5/05 <br /> Prohibits sale of gasoline blended or mixed with methyl tertiary butyl ether in concentrations <br /> HB 2949 2 Support greater than six-tenths of one percent by volume. Becomes operative November 1, 2007. 5/12 <br /> Moves state forensic laboratories from Department of State Police to Department of Justice. <br /> Makes related changes. Directs Department of Justice to establish standards for law <br /> enforcement agency communications systems. Requires cities and counties applying for <br /> federal grants for certain purposes to submit grant applications to Department of Justice to <br /> HB 2961 2 Oppose/Am determine if consistent with standards. 4/21 <br /> Requires State Board of Pharmacy to establish electronic database for information reported <br /> by drug outlets regarding sale of certain pseudoephedrine products. Restricts access to and <br /> limits use of information in database. Directs State Board of Pharmacy to reclassify <br /> HB 2962 2 Support/Am methamphetamine from Schedule II to Schedule I. Declares emergency, effective July 1, 2005. 4/14 <br /> Broadens class of persons eligible to receive benefits from Public Safety Memorial Fund to <br /> HB 2966 2 Support include domestic partners. 4/07 <br /> Expands crime of murder to include deaths caused by person driving while under influence of <br /> intoxicants if person has specified record. Expands crime of assault in first degree to include <br /> injuries caused by person driving while under influence of intoxicants if person has specified <br /> HB 2971 2 Support record. 4/14 <br /> Exempts public projects for which contract price does not exceed $.__ from prevailing wage <br /> rate law. Requires Commissioner of Bureau of Labor and Industries to adjust maximum <br /> contract price for exempt projects annually for inflation.
