2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Exempts complex structure plumbing system plans designed and stamped by professional <br /> engineer or registered architect from review for plumbing specialty code compliance. Provides <br /> that municipality administering and enforcing building inspection program is not required to <br /> review plans for plumbing specialty code compliance. Prohibits Department of Consumer and <br /> Business Services and municipalities from charging for reviewing plans for plumbing specialty <br /> code compliance. Prohibits department or municipality from ordering work halted on plumbing <br /> system based on noncompliance with plumbing specialty code if system is being installed in <br /> accordance with plumbing system plans designed and stamped by professional engineer or <br /> HB 3092 2 Oppose licensed architect. Specifies exception. 4/14 <br /> Creates crime of disorderly conduct in first degree. Punishes by maximum of five years' <br /> HB 3115 2 Support ~mprisonment, $125,000 fine, or both. 4/07 <br /> Eliminates sunset on certain surcharges on court fees. Declares emergency, effective on <br /> HB 3132 2 Support passage. 5/05 <br /> Creates private cause of action against owner of private real property that is subject to <br /> modification or waiver of land use regulation pursuant to Ballot Measure 37 (2004) for owner of <br /> affected private real property that is reduced in value. Declares emergency, effective on <br /> HB 3134 2 Support passage. 5/05 <br /> Authorizes public entity that resolves or is ordered to pay compensation under Ballot Measure <br /> 37 (2004) to pay all or portion of compensation through property tax exemption or income tax <br /> HB 3138 2 Oppose credit granted to claimant. Takes effect on 91st day following adjournment sine die. 4/21 <br /> Eliminates economic hardship requirements that areas must meet to be designated enterprise <br /> zones. Eliminates limitation on number of zones that may be designated. Eliminates 10-year <br /> maximum duration of zone designation. Allows zone sponsor to establish all requirements for <br /> additional two-year period of exemption and permits greater period of time during which <br /> agreement establishing additional period of exemption may be executed. Takes effect on 91 st <br /> HB 3143 2 Neut/Am day following adjournment sine die. 4/21 <br /> Implements constitutional amendment that authorizes schoOl district to impose property taxes <br /> for kindergarten that are not limited by existing constitutional limits on property taxes.
