2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Exempts complex structure plumbing system plans designed and stamped by professional engineer or registered architect from review for plumbing specialty code compliance. Provides that municipality administering and enforcing building inspection program is not required to review plans for plumbing specialty code compliance. Prohibits Department of Consumer and Business Services and municipalities from charging for reviewing plans for plumbing specialty code compliance. Prohibits department or municipality from ordering work halted on plumbing system based on noncompliance with plumbing specialty code if system is being installed in accordance with plumbing system plans designed and stamped by professional engineer or HB 3092 2 Oppose licensed architect. Specifies exception. 4/14 Creates crime of disorderly conduct in first degree. Punishes by maximum of five years' HB 3115 2 Support ~mprisonment, $125,000 fine, or both. 4/07 Eliminates sunset on certain surcharges on court fees. Provides that additional fees be deposited in Judicial Department Operating Account. Declares emergency, effective July 1, HB 3124 2 Oppose 2005. 4/14 Authorizes owner or group of owners of affected property to pay compensation on behalf of public entity that intends to allow use of property in lieu of paying just compensation under HB 3131 2 Neutral Ballot Measure 37 (2004). Declares emergency, effective on passage. 5/05 Requires reduction in amount of compensation paid to owner of private property who makes claim for compensation under Ballot Measure 37 (2004) for land subject to special assessment or exemption by amount of additional taxes owner would have paid if property was not subject to special assessment or designation as riparian habitat. Declares emergency, effective on HB 3132 2 Support passage. 5/05 Creates private cause of action against owner of private real property that is subject to modification or waiver of land use regulation pursuant to Ballot Measure 37 (2004) for owner of affected private real property that is reduced in value. Declares emergency, effective on HB 3134 2 Support passage. 5/05 Authorizes public entity that resolves or is ordered to pay compensation under Ballot Measure 37 (2004) to pay all or portion of compensation through property tax exemption or income tax HB 3138 2 Oppose credit granted to claimant. Takes effect on 91st day following adjournment sine die. 4/21 Eliminates economic hardship requirements that areas must meet to be designated enterprise zones. Eliminates limitation on number of zones that may be designated. Eliminates 10-year maximum duration of zone designation. Allows zone sponsor to establish all requirements for additional two-year period of exemption and permits greater period of time during which agreement establishing additional period of exemption may be executed. Takes effect on 91 st HB 3143 2 Neut/Am day following adjournment sine die. 4/21 Implements constitutional amendment that authorizes schoOl district to impose property taxes for kindergarten that are not limited by existing constitutional limits on property taxes. Takes HB 3147 2 Support effect on effective date of constitutional amendment. 4/14 18
