2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Directs Environmental Quality Commission to adopt regulations implementing California motor <br /> SB 0344 2 Support vehicle emission standards beginning with 2009 model year. 2/17 <br /> Postpones, for certain claims for just compensation arising from land use regulation, dates on <br /> which property owner becomes eligible to receive compensation and to file cause of action in <br /> circuit court for compensation. Postpones date of accrual for certain claims for just <br /> SB 0350 2 Oppose compensation. Declares emergency, effective on passage. 3/09 <br /> Expands coverage of intimidation laws to include crimes against persons based on gender <br /> SB 0360 2 Support identity. 3/09 <br /> Establishes mandatory minimum sentences for unlawful manufacture or delivery of <br /> SB 0375 2 Support methamphetamine and for unlawful possession of methamphetamine. 2/17 <br /> Increases penalty for unlawful possession or distribution of methamphetamine precursors. <br /> Punishes by maximum of__ years' imprisonment, $ fine, or both. Creates crime of <br /> unlawful possession of methyl sulfonyl methane. Punishes by maximum __ imprisonment, <br /> $.__ fine, or both. Increases penalty for failure to make or retain record of sale or transfer of <br /> SB 0376 2 Support methyl sulfonyl methane. Appropriates moneys <br /> SB 0379 2 Neutral from General Fund to Department of Justice. 3/09 <br /> SB 0384 2 Neutral Eliminates registration fee for hybrid vehicles. 2/11 <br /> Establishes system to provide various types of compensation in specified instances when land <br /> use requirement reduces fair market value of property. Establishes program for creation, <br /> purchase, sale, exchange or conveyance of transferable development credits. Imposes <br /> compensation and conservation taxes. Appropriates moneys to Compensation and <br /> Conservation Authority. Takes effect on effective date of constitutional amendment or revision <br /> SB 0406 2 Oppose that exempts taxes imposed under Act from property tax limitations in Oregon Constitution. 3/17 <br /> Directs Oregon Government Standards and Practices Commission to charge public bodies <br /> amount based on number of public officials serving public body for purposes of funding <br /> SB 0420 2 Support/Am activities of commission. Declares emergency, effective on passage. 2/24 <br /> Requires percentage of estimated total cost of all urban renewal projects proposed to be <br /> undertaken under urban renewal plan to be for affordable housing. Requires amendment to <br /> existing plans to provide for percentage of total costs of projects to be for affordable housing. <br /> Permits municipality to opt out of affordable housing requirements if governing body of <br /> municipality finds that adequate supply of affordable housing exists and will continue to exist in <br /> plan area. Permits, under certain circumstances, urban renewal agency to construct affordable <br /> SB 0425 2 Neutral housing outside urban renewal district. 2/17 <br /> Clarifies exceptions to exclusive jurisdiction of Land Use Board of Appeals to review land use <br /> SB 0431A 2 Support decisions and limited land use decisions. 4/28 <br /> <br /> 27 <br /> <br /> <br />
