Requires landowner to apply to governing body of city or county, <br /> or its designee, for approval to construct dwelling. Requires governing body of city or county, or <br /> its designee, to approve or deny application within 120 days of date application is submitted. <br /> Provides for judicial review of denial of application. Specifies regulations that apply to siting and <br /> SB 0651 2 Oppose construction of dwelling. 3/09 <br /> Directs Department of Environmental Quality to create program for testing for toxic substances <br /> SB 0652 2 Support in fish found in waters of state. 4/14 <br /> Directs Department of Environmental Quality to establish program for testing of waters and <br /> sediment in Willamette River and its tributaries. Directs Oregon Watershed Enhancement <br /> Board to prioritize funding of restoration and enhancement of habitat within Willamette River <br /> basin. Allows State Parks and Recreation Department to use lottery moneys to finance <br /> SB 0653 2 Support acquisition of land and easements in Willamette River Greenway. 4/14 <br /> Requires owner of private real property zoned for forest use or mixed farm and forest use to <br /> comply with provisions of Oregon Forest Practices Act as in effect on December 2, 2004. Bars <br /> claim for compensation under chapter 1, Oregon Laws 2005, based on land use regulation that <br /> is part of Oregon Forest Practices Act as in effect on December 2, 2004. Declares emergency, <br /> SB 0654 2 Support effective on passage. 3/17 <br /> Requires city or county to take final action on application for permit, limited land use decision <br /> SB 0657 2 Oppose or zone change within 90 days after application is deemed complete, with specified exceptions. 3/09 <br /> Prohibits storage or disposal of hazardous materials and radioactive materials at solid waste <br /> disposal sites established in exclusive farm use zones. Prohibits storage or disposal of solid <br /> waste, hazardous materials or radioactive materials at sites in exclusive farm use zones on <br /> which land application of reclaimed water, agricultural or industrial process water or biosolids is <br /> SB 0681 2 Oppose/Am allowed. 3/24 <br /> Prohibits annexation or incorporation of specified industrial lands without written consent of <br /> landowner. Declares that specified industrial lands annexed or incorporated with consent of <br /> landowner retain in perpetuity development rights that apply when land is annexed or <br /> SB 0699 2 Oppose incorporated.
