2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Creates General Fund Operating Reserve Fund. Requires revenues received for biennium that <br /> exceed by one percent or more amounts estimated to be received for biennium to be placed <br /> into reserve fund. Returns amounts in excess of stated percentage of prior biennium <br /> appropriations when reserve fund exceeds threshold level. Takes effect only if Senate Joint <br /> SB 0974 2 Support Resolution 29 (2005) is approved by people at next regular general election. 3/24 <br /> Creates crime of trafficking in persons in first degree. Punishes by maximum of 20 years' <br /> imprisonment, $375,000 fine, or both. Creates crime of trafficking in persons in second degree. <br /> Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both. Creates civil cause of <br /> action for damages caused by persons engaging in trafficking. Provides immunity from criminal <br /> ~rosecution for victims of trafficking. Creates Task Force on Trafficking in Persons. Declares <br /> SB 0993 2 Support emergency, effective on passage. 4/07 <br /> Requires public contracting agencies to document determination of lowest responsible bidder <br /> on form prescribed by Commissioner of Bureau of Labor and Industries and submit form to <br /> SB 1006 2 Support commissioner. 4/14 <br /> Requires that school site or developable area outside urban growth boundary and urban <br /> reserve area that is identified by high growth school district is deemed to be urban reserve <br /> area. Requires local government to include school site or developable area within urban growth <br /> boundary if high growth school district establishes that school site or developable area as <br /> appropriate will receive adequate urban services pursuant to urban services agreement or <br /> SB 1032 2 Oppose otherwise. 4/28 <br /> SJM 0005 2 Oppose Urges Congress to update Endangered Species Act. 3/17 <br /> Proposes amendment to Oregon Constitution to allow local taxing district to adopt site value <br /> taxation system that taxes land at one rate and all other property at lesser rate. Requires site <br /> value taxation system to be in lieu of uniform ad valorem property taxes of district. Exempts site <br /> value tax from constitutional limits imposed on property taxes. Refers proposed amendment to <br /> S JR 0001 2 Monitor people for their approval or rejection at next regular general election. 2/11 <br /> Proposes amendment to Oregon Constitution to allow Legislative Assembly, and people of <br /> state, to modify remedies in common law causes of action. Refers proposed amendment to <br /> people for their approval or rejection at special election held on same date as next primary <br /> S JR 0016 2 Monitor election. 4/28 <br /> Proposes amendment to Oregon Constitution to increase percentage of net proceeds from <br /> State Lottery that must be deposited in education stability fund. Increases cap on education <br /> stability fund. Increases amount to be placed in school capital matching account when cap on <br /> education stability fund is met.
