2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Makes technical corrections to Public Contracting Code. Exempts certain energy savings <br /> ~erformance contracts from only competitive bidding requirements. Corrects references to <br /> economically distressed areas. Clarifies when cooperative procurement contracts may be <br /> used. Specifies that state contracting agencies may designate certain contracts as personal <br /> services contracts. Requires contracting agencies to identify characteristics of class of <br /> contracts in making findings necessary for exemption from competitive bidding requirements <br /> for class of public improvement contracts. Permits submission of bids and proposals <br /> electronically. Requires contracting agencies to issue notice of intent to award public <br /> ~mprovement contracts. Exempts small public improvement contracts from bond requirements. <br /> Requires successful bidder on public improvement contract to deliver proof of insurance to <br /> contracting agency. Permits adjustment in required bond amount. Declares emergency, <br /> HB 2214 3 Support effective March 1, 2005. 3/17 <br /> HB 2253 3 Neutral Conforms references to local governments to defined term. 2/11 <br /> HB 2256 3 Neutral Identifies provisions to which definitions apply. 2/17 <br /> Modifies rules governing appraisal exchanges in condemnation actions. Provides that if <br /> appraisal relies on written report, opinion or estimate of person who is not appraiser, appraisal <br /> must have attached copy of report, opinion or estimate. Provides that if appraisal relies on <br /> unwritten report, opinion or estimate of person who is not appraiser, party providing appraisal <br /> must also provide name and address of person who provided unwritten report, opinion or <br /> HB 2268 3 Monitor estimate. 2/17 <br /> Modifies rules governing appraisal exchanges in condemnation actions.
