2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Declares public policy concerning awarding state public contracts for personal services to <br /> Oregon citizens and Oregon businesses. Establishes solicitation and contract requirements for <br /> state personal services contracts exceeding $1 million. Requires state agencies to evaluate <br /> bids and proposals based, in part, on payroll to be paid by contractor to employees inside and <br /> HB 2923 3 Monitor outside Oregon. Provides exemptions. Declares emergency, effective on passage. 4/14 <br /> Directs State Forester to recognize costs to nonindustrial private forestland owners of <br /> providing public benefits through management of forestland. Specifies conditions under which <br /> HB 2930 3 Oppose development of regulatory changes for nonindustrial private forestland will succeed. 4/14 <br /> Requires public entity that receives claim for compensation under chapter 1, Oregon Laws <br /> 2005, to conduct one or more public hearings prior to making final decision on resolution of <br /> claim. Authorizes review of final decision of public entity by circuit court by writ of review. <br /> HB 2931 3 Oppose Prohibits review by Land Use Board of Appeals. Declares emergency, effective on passage. 4/14 <br /> Requires local governments that provide transportation services to public to provide free <br /> HB 2932 3 Neutral passes to veterans. 4/14 <br /> Makes technical, conforming and form and style changes to statutes requiring instruments to <br /> be filed with or presented for recordation to county clerk. Clarifies whether specified <br /> HB 2938 3 Monitor instruments are to be filed with or presented for recordation to county clerk. 4/28 <br /> Prohibits Department of Transportation from including person's identifying information on <br /> disabled person parking permit placards and decals issued to individual or family. { + <br /> Authorizes department to require decal or placard to include not more than four digits of driver <br /> HB 2946A 3 Support license or identification card number of person to whom decal or placard is issued. + } 5/12 <br /> Specifies that orders of Environmental Quality Commission are appealable as orders other <br /> HB 2948 3 Oppose than contested cases. 4/21 <br /> Eliminates offset from State School Fund grant for property taxes of school district that are <br /> imposed on new construction or other exceptions to general rule determining assessed value <br /> of property. Eliminates offset for two tax years following determination of assessed value under <br /> exceptions. Specifies that taxes imposed by school district on exception value be distributed to <br /> school district instead of urban renewal district if exception value also constitutes increment <br /> value in urban renewal area of certain urban renewal plans. Requires that moneys distributed <br /> to school district under Act be used for capital projects. Applies to tax and fiscal years <br /> beginning on or after July 1, 2007. Refers Act to people for their approval or rejection at special <br /> HB 2964 3 Support election held on same date as next primary election. 4/14 <br /> Creates separate crimes for manufacture, delivery and possession of methamphetamine, <br /> HB 2973 3 Oppose cocaine, heroin, marijuana and 3,4-methylenedioxymethamphetamine. 4/14 <br /> <br /> 45 <br /> <br /> <br />
