2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br />Reclassifies certain crimes against animals to double maximum fine when crime is committed <br />on premises with eight or more animals, including victim. Makes reclassified crimes of animal <br />abuse in second degree, animal neglect in second degree and animal abandonment <br />~unishable by maximum of six months' imprisonment, $5,000 fine, or both. Makes reclassified <br />crimes of animal abuse in first degree (ordinary circumstances), animal neglect in first degree <br />and sexual assault of animal punishable by maximum of one year's imprisonment, $12,500 <br />fine, or both. Makes reclassified crimes of animal abuse in first degree (special circumstances) <br />and aggravated animal abuse in first degree punishable by maximum of five years' <br /> HB 2813 3 Support imprisonment, $250,000 fine, or both. 4/14 <br /> Requires filing of not less than 10 percent and not more than 15 percent of total number of <br /> signatures required on state initiative petition to obtain ballot title. Specifies duties of Secretary <br /> of State, Attorney General and chief petitioner relating to ballot title and form of petition. <br /> Defines constitutional procedural requirement. Requires Secretary of State to determine <br /> compliance with constitutional procedural requirements. Prohibits circulation of state initiative <br /> measure if initiative measure fails to comply with constitutional procedural requirements. <br /> Applies to state initiative petitions for which prospective petition is filed on or after effective date <br /> HB 2816 3 Monitor of Act. Declares emergency, effective on passage. 4/28 <br /> Increases penalty to $720 for some instances of causing unreasonable noise with vehicle and <br /> HB 2822 3 Support for operation without proper exhaust system if exhaust system does not meet noise standards. 4/07 <br /> Increases hours of community service that may be imposed for graffiti related offenses. <br /> Increases sentence for unlawfully applying graffiti. Appropriates moneys from General Fund to department.
