He emphasized that the property rights of those owners should not be abused. There being no additional requests to testify, Mayor Obie closed the public hearing. Res. No. 4065--A resolution furthering annexation to the City of Eugene and the Lane County Metropolitan Service District for road and electrical rights-of-way located on and along Beltline Road from Ross Lane to River Avenue. Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the resolution. Mr. Holmer said the proposal will create regular city boundaries but he cannot vote for a proposal that will create additional islands that can be annexed without residents' approval. The motion carried 6:1 with Councilors Ehrman, Wooten, Bascom, Miller, Rutan, and Bennett voting aye and Councilor Holmer voting nay. e v. RESOLUTION REGARDING HISTORIC LANDMARKS Mr. Bennett declared a conflict of interest because of his ownership of the Ax Billy Building. He did not participate in the discussion or vote. Assistant City Manager Dave Whitlow introduced the item. Planning Director Susan Brody gave the staff report. She said the Quackenbush Building, Ax Billy Building, the McDonald Theater Building, the Eugene Hotel Building, the U.S. Post Offi ce Buil di ng, and Johnson Ha 11 and the Museum of Art on the University of Oregon campus are National Historic Landmarks but they are not City Historic Landmarks. The resolution before the council will initiate the City1s National Historic Landmark process for the properties. Res. No. 4066--A resolution directing the City Manager to initiate proceedings to designate seven National Historic sites as City Historic Landma rks. Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the resolution.
