--~--- "Ms. Heintz said citizens also were not permitted to vote on sewers in the River Road area. She said development of the River Road/ e Santa Clara Urban Facilities Plan by the CAT excluded participation of the River Road Community Organization. She said the community organization opposes the annexation proposals within and without the organization1s boundaries recognized by the Lane County Board of Commissioners. She specifically opposed the annexation of Beltline Road. She discussed State legislation concerning annexation procedures. "Ms. Heintz said the River Road Community Organization opposes all annexation proposals in the area. She requested that her testimony be included in the record of each proposal. II Ms. Heintz said the River Road Community Organization existed in 1976 and was recognized by the Lane County Board of Commissioners. She emphasized that she did not receive information about the annexation proposals before the Planning Commission considered them and members of the River Road Community Organization did not receive the information in time to evaluate it before the council considered the proposals. She said the Executive Board opposes the proposals but members did not get full background information on them. She said 80 percent of the people in the River Road area opposed annexation in 1978/1979. Harold Chapman, 51 Chapman Drive, asked that his comments about i s 1 and annexations during consideration of the Marxen, Kempf, et a 1 (AZ 87-9) proposal be included in the record of this proposal. "Mr. Chapman said the matter shoul d be addressed by the council now. He distributed copies of an article and an editorial from the Gresham Outlook, read from the editorial, and discussed it. He said the editorial could describe the proposal before the Eugene counci 1. "Mr. Chapman said the next State Legislature will probably review annexation laws and annexation laws are a main issue in the replacement of State Representative Ron Eachus. He said Eugene should be very careful about creating islands that can be annexed without residents. consent and River Road residents have reason to be apprehensive about annexation proposals.
