<br /> Roll call vote; the motion carried 6:1 with Councilors Ehrman, <br /> Wooten, Bascom, Rutan, Miller, and Bennett voting aye and <br />e Councilor Holmer voting nay. <br /> Mayor Obie said he favors additional evaluation of the zoning for Tax Lot 200. <br /> Ms. Brody said a study of the River Road/Railroad Avenue subarea probably <br /> could not be completed until the spring of 1988. She said no public hearing <br /> was held when Tax Lot 100 was rezoned to commercial use. <br /> Answering questions from Mr. Bennett, Ms. Brody said the rezoning of Tax Lot <br /> 200 for commercial use seems to conform to the Urban Facilities Plan but <br /> Mr. Sercombe could analyze the conformance further. She said commercial use <br /> was unanimously recommended by the Planning Commission. Mr. Sercombe added <br /> that he has not analyzed the necessity of the council acting on the Planning <br /> Commission's recommendation for rezoning. <br /> Ms. Bascom said the Chambers Connector is almost complete. Therefore, the <br /> rezoning conforms to the policy in the Urban Facilities Plan that indicates <br /> zoning in the area shaul d be evaluated upon completion of the Chambers <br /> Connector. <br /> Ms. Ehrman said she participated in CAT discussions and strip commercial <br /> development along River Road was an important issue. CAT members decided <br /> against a request to designate Tax Lot 200 for commercial use. She said she <br /> wi 11 oppose a change now but will reconsider the change when River Road is <br /> widened. <br /> Mr. Bennett said residential use of Tax Lot 200 does not seem reasonable and <br />e that will not change. Therefore, he concurs with the Planning Commission <br /> recommendation. <br /> Mayor Obie noted that some businesses along River Road are designated Highway- <br /> Oriented Sign District but the Outlying Commercial Sign District is <br /> recommended for the properties in the proposal. He requested a report later <br /> on the criteri a used for the Outlying Commercial Sign District and the <br /> Planning Commission discussion of it for these properties. <br /> Responding to comments from Mr. Holmer and Mayor Obie, Mr. Sercombe said the <br /> diagram on page 2-20 of the Urban Facilities Plan indicates Tax Lot 200 should <br /> be residential. He said additional analysis of the controlling effect of the <br /> diagram is needed. <br /> Ms. Bascom and Ms. Wooten asked that the subarea study be completed as soon as <br /> possible. Responding to thei r comments, Ms. Brody recommended against <br /> delaying action on the zoni ng because the council must act on both the <br /> annexation and zoning before the proposal can be heard by the Boundary <br /> Commission. She recommended Tax Lot 200 not be rezoned until Mr. Sercombe can <br /> analyze whether the diagram or maps in the Urban Facilities Plan control the <br /> land use designations. <br />e MINUTES--Eugene City Council October 26, 1987 Page 5 <br />
