PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED ON <br /> THE EAST AND WEST SIDES OF PRAIRIE ROAD BETWEEN BELTLINE ROAD AND <br /> LEGHORN AVENUE; ON THE SOUTH SIDE OF FEDERAL LANE BETWEEN GENT ROAD <br /> AND PRAIRIE ROAD; ON THE NORTH AND SOUTH SIDES OF IVING ROAD BETWEEN <br /> GENT ROAD AND THE SOUTHERN PACIFIC RAILROAD; NORTH AND SOUTH OF <br /> BELTLINE ROAD EAST OF THE NORTHWEST EXPRESSWAY; AND BELTLINE ROAD <br /> RIGHT-OF-WAY WITH ASSOCIATED UTILITY CORRIDORS (MARXEN, KEMPF, ET AL) <br /> (AZ 87-9) <br /> Assistant City Manager Dave Whitlow introduced the item. Alan Lowe of the <br /> Planning Department gave the staff report. He revi ewed the background <br /> material which indicated the proposal involved 135 acres. Mr. Lowe sa i d a <br /> recent legal description indicated the proposal includes 122 acres. He said <br />e approva 1 of the proposal will not create islands. The properties of both <br /> consenting and nonconsenting owners are included in the proposal. All the <br /> privately owned properties are designated and zoned for industrial use. All <br /> the properties are developed except Tax Lots 1806, 2602, and 4305 (Assessor1s <br /> Map 17-04-10-0 0). <br /> Mr. Lowe said the proposal includes rights-of-way of parts of Beltline, <br /> Prairie, and Irving roads because sanitary sewers will be constructed in <br /> Prairie and Irving roads. Annexation of Beltline Road will provide continuity <br /> to the city.s main boundary and for a noncontiguous industrial parcel annexed <br /> in 1983. The proposal includes the EWEB reservoir, pump station, and <br /> transmission and water facilities, and two sanitary sewer pressure mains and <br /> one pump station. He said the State will retain jurisdiction of Beltline Road <br /> if the proposal is approved. <br /> Mr. Lowe said the proposal is consistent with the Metro Plan and the Eugene <br /> Code and the properties are contiguous to existing city limits at two places <br /> on Beltline Road. A minimum level of key urban facilities can be provided. He <br /> reviewed written testimony in the background material and the organizations to <br /> which written notification of the proposal was sent.
