Public Information Process <br /> e The councilors referred to the page titled "Public Information/Input Process" <br /> in their packet. <br /> Mr. Holmer said a public opinion survey and newspaper advertisements may not <br /> be necessary if the City produces a Voter Information Pamphlet in May. He <br /> said the City.s problems are complex and difficult to explain in a survey. <br /> Mayor Obie agreed with Mr. Holmer. Mayor Obie said it is difficult to ask the <br /> right questions to obtain the needed data in a public opinion survey. <br /> Ms. Bascom noted that Mr. Boles, who is knowledgeable about public opinion <br /> surveys, had left the meeting. <br /> Ms. Wooten suggested the council get information about public opinion surveys <br /> before it makes a decision. She wondered if a survey about finances could be <br /> combined with another one discussed at the council's goals-setting session. <br /> Mr. Miller agreed with Ms. Wooten. He said some surveys concern very complex <br /> subj ects. <br /> Mayor Obie said the council will receive input on the City's finances at a <br /> public hearing. Ms. Wooten wondered if the Budget Committee will also hold a <br /> public hearing on finances. She suggested the Citizen Involvement Committee <br /> be asked about the proposed process. <br /> Ms. Bascom said she would like to know more about a public opinion survey. <br /> '_ Mr. Holmer said the proposed public information process provides for many <br /> meetings at which councilors can receive public comments. <br /> II. Nuclear Free Zone Ordinance <br /> During a respite in the financial planning discussion, Mr. Bennett initiated a <br /> discussion of two versions of the Nuclear Free Zone Ordinance. He said he was <br /> a member of the Nuclear Free Zone Task Force. He said the council will soon <br /> consider two versions of the Nuclear Free Zone Ordinance. One version is <br /> called the Minimally Revised Version and the other version is the one he asked <br /> the City Attorney to draft. He said The Register-Guard received an article <br /> about the Minimally Revised Version. The editor of The Register-Guard asked <br /> him to write an article about the version he requested. He asked the other <br /> councilors for their opinions about his writing the article. <br /> Ms. Bascom said it would be better if another task force member wrote the <br /> article. Mr. Holmer said Mr. Bennett is the logical person to describe the <br /> version he requested. Mr. Holmer said Mr. Bennett should identify himself <br /> carefully in the article. Ms. Schue said Mr. Bennett could write the article <br /> but it is very important that he indicate the opinions are his and not the <br /> council.s.
