<br /> Staff drafted three alternatives for the Planning Commission to consider. <br /> Option A) maintain the commission's original recommendation that the west side <br />e of Wi 1 lamette Street between 19th and 22nd avenues be rezoned to R-2/10A units <br /> per acre and retain R-3 zoning between 22nd Avenue and 24th Place. Option B) <br /> retain R-3 zoning in its existing configuration from 19th Avenue to 24th <br /> Place. Option C) rezone the seven tax lots south of Grandview Street to <br /> R-2/10A and retain R-3 zoning on the remaining tax lots between 19th Avenue <br /> and 24th Place. The Planning Commission unanimously approved Option C, <br /> according to Mr. Lowe. <br /> Mr. Lowe responded to an earlier question from Mr. Bennett about the <br /> feasibility of the seven property owners affected by Option C to dedicate <br /> addit i ona 1 ri ght-of-way to wi den the alley. He said the existing alley <br /> running between Grandview Street and 22nd Avenue is 16 feet wide. The alley <br /> would have to be increased 34 feet for an acceptable width of 50 feet. The <br /> needed width would have to come from the seven private parcels on the west <br /> side of the alley. Those properties are currently 100 feet deep. <br /> Ms. Wooten asked what kind of communication has been heard from the property <br /> owners, in particular the seven property owners affected by an alley <br /> expansion. <br /> Mr. Lowe said he has had no communication from any of the seven property <br /> owners, and one letter from a resident who owns property between 19th and 20th <br /> avenues. <br /> Ms. Bascom said she appreciated the tour of the subarea she and Mr. Bennett <br /> took to further explore the proposed downzoning. She said it was interesting <br />e to discover the seven parcels would make R-3 zoning difficult for primarily <br /> topographical reasons. She said the issue of widening the alley was raised to <br /> explore the possibility of providing access from the alley instead of the <br /> steep slope at Willamette. Ms. Bascom said she appreci ates Mr. Bennett <br /> raising the issue of downzoning because the council has made it a practice to <br /> decrease the number of downzoned parcels except in the most important of <br /> cases. <br /> Mr. Holmer asked if the property owners on the seven parcels can install <br /> R-2/10A residences. <br /> Mr. Lowe replied they could, although the council should keep in mind the <br /> first three lots south of Grandview Street have been developed in the last 10 <br /> years. He clarified for Mr. Holmer that R-3 zoning allows for single or multi- <br /> families within limits of housing. <br /> Mr. Bennett said he has a philosophical problem with downzoning properties <br /> unless there is a significant health and safety threat. He said he is not <br /> persuaded that 50 feet would have to be taken off the private property to <br /> accommodate reasonable access from the alley. <br /> Mr. Miller said he concurs with Mr. Bennett and supports his opposition to the <br /> change. <br />e MINUTES--Eugene City Council December 7, 1987 Page 5 <br />
