CB No. 2974--An ordinance adopting the South Willamette Subarea Plan. . Mr. Holmer moved, seconded by Ms. Schue, that the bill be read the second time by council bill only, with unanimous consent of the council, and that enactment be considered at this time. Ms. Bascom noted that the Planning Commission unanimously approved the South Wi11amette Subarea Plan. She also pointed out the Plan is an effort to recognize a discrepancy between the Metro Plan that designates the area a single-family zone, and the City zoning as R-3. Mr. Bennett moved, seconded by Mr. Rutan, to amend the motion by substituting Option B for Option C. Ro 11 ca 11 vote; the motion carried 5:2 with Councilors Holmer, Bennett, Miller, Rutan, and Wooten voting aye, and Councilors Bascom and Schue voting nay. Roll call vote that the main motion as amended be read a second time by council bill only; the motion carried 7:0. Council Bill 2974 was read the second time by council bill number only. Mr. Holmer moved, seconded by Ms. Schue, that the bill be approved and given final passage. Roll call vote; the motion carried 5:2 with Councilors Holmer, Bennett, Miller, e Rutan, and Wooten voting aye, and Councilors Bascom and Schue voting nay. The bill was declared passed (and became Ordinance No. 19523). VII.
