She requested more information about that. <br /> <br />Ms. Wooten said she would like responses to a number of items, and she <br />suggested delaying approval of the draft plan. Mayor Obie said he <br />agreed. <br /> <br />Ms. Wooten said she would like to re-examine the proposal to acquire 5th <br />Avenue frontage at Scobert Park, on Page 95. She said the request <br />apparently had been made by the police department regarding vision access <br />for patrols. She said people along 5th Avenue did not want City <br />acquisition of properties that became available; they wanted different <br />adjustments to Scobert Park that reclaimed the park for families who <br />lived in the area and that made it comfortable for children. <br /> <br />Ms. Wooten asked about the timing of the Irrigation Renovation proposal <br />on Page 84. She said she had raised the issue of Sladden Park at a <br />Budget Committee meeting, and Ernie Drapela of the PARCS Department had <br />responded that the project was scheduled for 1991-94. She said it would <br />be great news if the item had been moved up to 1988-89 as listed, but she <br />wanted confirmation. <br /> <br />Ms. Wooten said she would address other questions with staff on an <br />individual basis. <br /> <br />e <br /> <br />Mr. Holmer said that a year ago and the year before that he had raised <br />questions about the process of reviewing the CIP with the Budget <br />Committee. He said he found the draft document very useful, comments had <br />been received, and he recognized that legitimate issues ought to be <br />resolved by the Budget Committee, but he was prepared to state the <br />motion. <br /> <br />Mr. Holmer moved, seconded by Ms. Bascom, to adopt the <br />Draft Fiscal Year 1988/89 through 1992/94 Capital <br />Improvement Program, incorporating the changes on the <br />errata sheet dated February 2, 1988. <br /> <br />Mr. Holmer said he made the motion assuming it would not preclude the <br />council from answering or addressing all of the questions that had been <br />raised. <br /> <br />Ms. Wooten said she appreciated Mr. Holmer1s well-spoken comments, but <br />she would vote against the motion on the basis that Budget Committee <br />members, particularly if they were not on the capital subcommittee, too <br />often were told that proposals already were in the Capital Improvement <br />Plan for that year, and plans were proceeding. She cited Child Care, <br />Inc., which was located on City-owned property in Skinner Butte Park as <br />an example. Ms. Wooten said neither Councilor Bennett nor she had been <br />immediately aware that that property would be demolished for the Cheshire <br />Street realignment, but when asked, the explanation had been that the <br />item already was in the Capital Improvement Plan and was considered done. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />February 8, 1988 <br /> <br />Page 21 <br />
