<br />e <br /> <br />She said she favored spending more time at the beginning of the planning <br />process as opposed to the line-item and fiscal allocation considerations. <br /> <br />Mayor Obie asked staff to respond to the concern raised by Mr. Cox about <br />the traffic signals on Patterson and Hilyard. Dave Reinhard of the <br />Public Works Department referred councilors to Item 31 on Page 116. He <br />said that item included improvements at Hilyard and 13th and for a new <br />signal at 12th and Hilyard, or between 12th and 13th, for a pedestrian <br />crossing. Mr. Reinhard said he was not aware of the Patterson problem, <br />but he would look into it. <br /> <br />Mr. Miller said the council understood that the amount of money hoped for <br />in the capital budget did not exist because of budget constraints, and he <br />asked whether Ms. Wooten's concerns could be addressed adequately through <br />the subcommittee, knowing that many projections in the CIP would never <br />make it through the City Manager's recommendation or the subcommittee <br />process. Ms. Wooten said that was possible, but she had asked that the <br />vote be delayed. <br /> <br />e <br /> <br />Ms. Ehrman said she wanted to respond to criticisms of the capital <br />budget. She said the interrelation and interdependency of the two <br />budgets had become clear to her as a member of the council. She said the <br />council often had lamented the fact that the capital budget was so small, <br />so she was sensitive to criticism that it now was too big. She said the <br />council had experienced a difficult time in segregating money for capital <br />projects, and she hoped members of the community understood that the <br />reason for that was to preserve the existing capital facilities. Ms. <br />Ehrman said she strongly supported the CIP, adding that she knew the City <br />in the past had not always been so forward-looking and she thought it was <br />very important to continue planning as it now occurred. <br /> <br />Ms. Schue commented on the use of the Capital Improvement Program. She <br />said the City Manager referred to the CIP as a IIplanning document," and <br />that did not mean that the funding sources for all of the projects had <br />been identified, because they had not. For instance, she said, the new <br />library proposal had not been funded. It was a topic for public <br />discussion, but the source of funds was not known, Ms. Schue said. She <br />said other items were included for planning of approximate costs, and the <br />Budget Committee would work on funding for the first year's priorities, <br />which would be funded as far as possible. Ms. Schue said the council <br />invited comments about whether items should be included or moved up, but <br />the conclusion that every item in the CIP would be built and funded <br />should not be drawn and was not true. <br /> <br />Mr. Bennett said he was interested in some of the same issues as <br />Councilor Wooten. He asked about the time intended if the item were <br />delayed.
