<br />~ <br /> <br />CB 3020--An ordinance concerning a voter's pamphlet; <br />adding Sections 2.993, 2.994, 2.995, 2.996, <br />2.997, and 2.998 to the Eugene Code, 1971; <br />repealing Section 2.989 of that code; and <br />declaring an emergency. <br /> <br />Mr. Holmer moved, seconded by Ms. Bascom, that the bill be <br />read the second time by council bill number only, with <br />unanimous consent of the council, and that enactment be <br />considered at this time. Roll call vote; the motion <br />carried unanimously, 8:0. <br /> <br />Council Bill 3020 was read the second time by council bill number only. <br /> <br />Mr. Holmer moved, seconded by Ms. Bascom, that the bill be <br />approved and given final passage. Roll call vote 7:1; <br />Councilors Holmer, Bascom, Bennett, Ehrman, Miller, Rutan, <br />and Wooten voting aye; Councilor Schue voting nay; the <br />bill was declared passed and became Ordinance No. 19533. <br /> <br />VI. ORDINANCE CONCERNING ADVISORY ELECTIONS <br /> <br />City Manager Mike Gleason introduced the item. <br /> <br />e <br /> <br />CB 3021--An ordinance concerning the authority and proce- <br />dure for calling advisory elections on <br />questions; adding Section 2.999 to the Eugene <br />Code, 1971; and declaring an emergency. <br /> <br />Mr. Holmer moved, seconded by Ms. Bascom, that the bill be <br />read the second time by council bill number only, with <br />unanimous consent of the council, and that enactment be <br />considered at this time. <br /> <br />Ms. Wooten said she had received a request to raise the issue of public <br />hearings prior to referral of advisory questions. She said she thought <br />it was a good idea, and she was not certain it was necessary to include <br />that in the ordinance, but she would like to hear other councilors' <br />views. Ms. Ehrman asked whether the hearing would be on a ballot <br />referral. Ms. Wooten said that was correct. She said it had been <br />pointed out that advisory questions might need some input by the public <br />in terms of formation of questions, and that even though the ultimate <br />public hearing was at the ballot box, it would useful to have a public <br />hearing before referring. Ms. Ehrman said she assumed an issue that <br />would be on the ballot would receive a public hearing at some point. Mr. <br />Bennett said he assumed the same.
