They include improvements to Franklin Boulevard in <br />conjunction with the Riverfront Research Park; improvements to Highway <br />99N from Garfield to Beltline; improvements to the Harlow Overpass and <br />approaches to 1-5; completion of improvements to Highway 126 from Walton <br />to Noti; widening projects on Beltline from the West Eugene Parkway to <br />1-5; improvements to the McVay Highway from 30th Avenue to Franklin; and <br />interchange improvements along Beltline at Roosevelt, Barger, and Royal <br />streets. <br /> <br />Mr. Reinhard noted that several of the projects include provisions for <br />local matching dollars that demonstrate a high local priority. He said <br />Lane Countyls total request for State and Federal highway construction <br />money is $65 million for the six-year period, or about 7.5 percent of the <br />total statewide requests. He added Lane County has approximately 10 <br />percent of the State1s population and registered vehicles. <br /> <br />Ms. Ehrman said inclusion of the Riverfront Research Park improvements in <br />the HIP is raising concerns from other Lane County residents that they <br />will lose projects because of it. She said the City needs to show its <br />good faith in supporting other projects. She said there might also be a <br />backlash that gas tax revenue is being used for the Access Oregon Program <br />instead of preservation issues. <br /> <br />e <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, to request that the <br />Metropolitan Policy Committee include the metro area highway <br />projects in its list of projects to be recommended to the <br />Oregon Transportation Commission at its February 25, 1988, <br />hearing as the unified request for Lane County. <br /> <br />Ms. Bascom asked where the Reconnaissance Project improvements east of <br />Springfield on Highway 126 are located. Mr. Reinhard said the <br />improvements are sited near milepost 29. <br /> <br />Ms. Bascom asked what the outlook is for having Highway 126 included in <br />the Access Oregon Program. Mr. Reinhard estimated it will be difficult <br />to accomplish through a presentation at the hearing. He said the crucial <br />step will be bringing pressure through the legislative process. <br /> <br />Mr. Miller asked if there was any rationale for leaving Highway 126 off <br />the original Access Oregon Program. Mr. Reinhard said it is unclear why <br />any of the highways were either included or excluded. He said State <br />staff has said the route proposals are not final and still subject to <br />change. <br /> <br />Roll call vote; the motion carried unanimously, 7:0. <br /> <br />Mr. Holmer noted that there is already preliminary design money <br />designated for the Ferry Street Bridge project.
