<br />e <br /> <br />Ms. Schue said Eugene and Lane County had presented a united front before <br />the State Transportation Commission hearing on the 126 access program. <br /> <br />Mr. Rutan announced that this week CCED would host the Trade and Economic <br />Development Commission of the State Legislature. <br /> <br />D. FY89 Social Concern <br /> <br />Mayor Obie asked councilors whether they still favored identifying one <br />major social concern for FY89. He said staff had suggested addressing <br />the issue of housing. <br /> <br />Ms. Bascom said she thought staff presented a good proposal. <br /> <br />Mr. Bennett said housing was an important issue, but he preferred <br />choosing a newer issue. He said he thought council support was needed in <br />the areas of youth and ~rugs and child care. He said housing had been <br />chosen because of other City work being done in the area and because of <br />low start-up costs. <br /> <br />Mr. Miller suggested identifying two foci--one for this year and one for <br />next year, which he said could allow more lead time and better results. <br /> <br />e <br /> <br />Ms. Schue noted the shortage of funds, even for worthy projects, and she <br />asked about specific proposals in the areas of concern mentioned by Mr. <br />Bennett. Mr. Bennett suggested establishing a council committee on the <br />issue for one year, in order to support and make visible existing efforts <br />of others, in issues such as early intervention programs in child care. <br />Mr. Rutan asked about the objectives of the committee and said he favored <br />encouraging attention in order to generate additional private support and <br />to improve programs through spending time and attention on them. <br /> <br />Ms. Wooten said a work plan could address issues that might vary from <br />year to year. She suggested, for example, using the Legislative <br />Committee or working with State agencies and the League of Oregon Cities <br />on networking. She said she saw the committee1s role to be one of <br />facilitating, encouraging media attention, examining the issue in context <br />of other goals and/or budget, or providing assistance with grant-writing <br />or other in-kind contributions. She said the work plan needed to have <br />goals and to be evaluated, and she added that committee membership could <br />rotate annually according to issues and interest. <br /> <br />Mr. Holmer suggested have a council committee sort out and delegate <br />responsibility in a specific recommendation. Ms. Wooten agreed, adding <br />that the committee could bring back a recommendation for an issue, a work <br />plan, and an objective means of evaluating efforts. <br /> <br />e <br /> <br />Ms. Bascom said she was not eager to address a new issue each year, but <br />she would agree to council consensus.
