<br />e <br /> <br />Mr. Miller said a subcommittee might address three or four long-term <br />goals, and objectives could vary each year. He also said the legislative <br />schedule might allow two issues to be addressed if appropriate. <br /> <br />Mr. Rutan said he agreed with the subcommittee idea, and he suggested <br />that direction be put into areas where impact would be measurable, or at <br />least would make a difference. He said he thought it was important to <br />focus on one or two key areas that would have an impact. <br /> <br />Mayor Obie said he agreed with Ms. Bascom about the large number of <br />issues and about whether the council had extra time available. He asked <br />what the efforts were intended to accomplish. <br /> <br />e <br /> <br />Mr. Holmer said he was concerned about whether the council was glvln9 <br />adequate attention to the social infrastructure of the community. He <br />said he saw a need to devote time to examining whether a gap existed in <br />the total City program. <br /> <br />Ms. Wooten said she did not mean to imply that the City undertake direct <br />service delivery, and she did not necessarily think accomplishments could <br />be measured in terms of resources, but she wanted to address ways of <br />leveraging council influence to create responses by others, whether <br />through money, resources, legislation, private-sector response, or some <br />other means. She added that she thought it was essential to pursue a <br />social focus and she supported Mr. Holmer's comments regarding balance in <br />the council's view of the community. <br /> <br />Ms. Ehrman said she favored a tie-in with an issue like liThe Gut.1I She <br />said she thought citizens felt that it was up to the community to provide <br />alternative activities for youth. She said she agreed with Mr. Bennett <br />that housing was not her first choice of an issue, but she noted that <br />programs already existed and that it might be a good issue to start with. <br />She suggested that the issues of vagrancy and transients were related to <br />housing, and she added that another issue could be chosen for the future. <br /> <br />Ms. Schue said she felt that all social service providers should be <br />contacted and that none should be left out or overlooked. <br /> <br />Mr. Miller volunteered to serve on a subcommittee to look at options. <br /> <br />Mr. Holmer noted that The Independent Sector, a Washington-based <br />organization, was exploring private ways of addressing social concerns, <br />and he suggested focusing attention on private efforts and services now <br />being provided. <br /> <br />Mr. Holmer moved to authorize the Mayor to appoint a committee to develop <br />a process proposal and recommendations. <br /> <br />e <br /> <br />Mayor Obie appointed Mr. Bennett, Mr. Miller, and Ms. Wooten to a <br />committee for developing a social concern process proposal and <br />recommendation.
