He said the annexation draws strange boundaries and <br />creates suspicion among people that there is a better way to accomplish <br />an objective. <br /> <br />Mr. Holmer said he agrees with other council members that the River Road <br />area and Santa Clara belong in the City of Eugene, However, he said he <br />disagrees with the method of annexing a strip of land where half of the <br />property owners object to the annexation. He said he will be voting <br />against the motion. <br /> <br />- <br /> <br />Mr. Bennett asked if Mr, Holmer has an alternative procedure. Mr. Holmer <br />said the alternative procedure would be to annex the River Road and Santa <br />Clara areas in large and manageable pieces, He said strip annexations <br />are not the way to build a community.
