<br />e Mr. Miller said he is more than happy to work with Mr, Holmer to find a <br />policy that is workable. He said he represents the last large area that <br />was annexed to the City and realizes how such annexations create <br />problems, However, he said River Road and Santa Clara need to be <br />encouraged to become part of Eugene, In light of not finding a better <br />annexation process thus far, he said he supports the annexation, <br /> <br />Regarding council leadership, Mayor Obie said this council is the only <br />one in the last 50 years that has taken action on the issue, He said the <br />council has taken upon itself to ask those residents who currently use <br />the community's services to share the cost of doing so, <br /> <br />Mr. Holmer said there was assurance by staff when the annexation policy <br />was first adopted that the action would not be undertaken in an <br />aggressive manner.
