<br />e <br /> <br />e <br /> <br />- <br /> <br />M I NUT E S <br /> <br />Eugene City Council <br />Council Chamber/City Hall <br /> <br />May 23, 1988 <br />7:30 p.m. <br /> <br />COUNCILORS PRESENT: Freeman Holmer, Ruth Bascom, Debra Ehrman, Jeff Miller, <br />Roger Rutan (until 9:50 p.m.), Emily Schue, Cynthia <br />Wooten. <br /> <br />COUNCILORS ABSENT: Robert Bennett. <br /> <br />The regular meeting of the City Council of the City of Eugene was called to <br />order by His Honor Mayor Brian B. Obie. Mayor Obie announced he has a <br />possible conflict of interest on item I, a public hearing on an interim Sign <br />Code ordinance. He suggested that item II, a public hearing on the draft <br />Economic Development Strategic Plan, be substituted for the first item, after <br />which he will depart the Council Chamber. <br /> <br />I. PUBLIC HEARING: DRAFT ECONOMIC DEVELOPMENT STRATEGIC PLAN <br /> <br />City Manager Mike Gleason introduced the item. Mr. Rutan presented the <br />report. He said the plan is the Council Committee on Economic Development's <br />(CCED) attempt to respond to input from the public on the draft plan. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />Dave Pedersen, 1065 High Street, said he supports adopting the Economic <br />Development Strategic Plan. He said he chaired the Eugene Chamber of <br />Commerce's task force that reviewed draft plans. He said the task force <br />finds the final draft meets most of the concerns raised by the chamber. <br /> <br />Mr. Pedersen said the chamber would like to reiterate its position that a key <br />component of economic development is to maintain a strong infrastructure and <br />a sound education system. He said the chamber is pleased with the new <br />regional strategy and is willing to assist the City in detailing more <br />specific issues. <br /> <br />Mayor Obie closed the public hearing. <br /> <br />Ms. Wooten said she is especially excited about chapter 4 that outlines new <br />economic strategies including the concept of the City as a regional center. <br />She said the committee made a wise decision to look at projects and programs <br />instead of groupings of interest areas.
