<br />e <br /> <br />will be to review the financial implications of the plan and identify a work <br />plan for future review by the council. <br /> <br />Ms. Ehrman pointed out the plan accomplishes one of the council's goals it <br />set earlier in the year. <br /> <br />Mr. Miller called the council's attention to the phrase "develop and support <br />special events" in chapter 3. He asked if that means the City of Eugene is <br />taking upon itself the burden of developing special events or pledging <br />support in the development of special events. <br /> <br />Ms. Wooten said the committee spent a great deal of time discussing that <br />issue. She said one of the things that is reflected in the plan is a change <br />in emphasis from destination point tourism to special events. She said <br />chapter 3 is continuing strategies which the City does now. She said the <br />City is continuing to work with outside groups such as organizers of the The <br />Race and the Butte to Butte run. She said the City is pulling back in the <br />number of events it initiates at the local level. <br /> <br />Mr. Holmer said he understands why Mr. Miller has pointed out the word <br />develop. He said the committee has used words such as "cooperate" and "work <br />with" throughout the document. He said several places throughout the <br />document the distinction between those words and "develop" was not made <br />clearly. He suggested that the council let the word go this time, although <br />he said the council should limit the range of development in the future. <br /> <br />e <br /> <br />Mr. Miller asked how staff interprets the concepts outlined in the report. <br />Mr. Gleason said staff only initiates those programs and projects that have <br />been suggested by the council. He said he does not anticipate that staff <br />will add to the list of special events without direction from the council. <br /> <br />Mr. Miller asked if the report is or is not considered a major deviation from <br />past development practices. Ms. Wooten said the report is a different <br />interpretation of what the council has done in the past. She said it is not <br />less than what the council has done. She said her interpretation of the <br />report is that the City may be engaged in working with organizations such as <br />the Oregon Track Club to attract major sporting events. She said the council <br />will be concentrating and focusing the resources it has instead of adding <br />staff and funds. <br /> <br />Mr. Miller asked if the term "develop and support" does not mean initiating, <br />but rather working with other groups that are initiating events. Ms. Wooten <br />said there is no exclusivity in the terms. <br /> <br />Mr. Miller asked if the phrase "market the city as a diverse and exciting <br />regional artistic, cultural and entertainment center" on page 20 means the <br />City markets itself or assists other groups in marketing the City. Ms. <br />Wooten said that phrase is in response to issues raised by the Cultural Arts <br />Commission about the City's role in marketing certain events at the Hult <br />Center.
