He said Mr. Hickman <br />is not satisfied with the proposal and may file a remonstrance. <br /> <br />Ms. Bascom moved, seconded by Ms. Ehrman, that the council <br />adopt option 3 to improve the alley to City standards. <br /> <br />In response to questions from Ms. Wooten, Mr. Reinhard said under option 3 <br />the parking in the Fifth Pearl building owned by Mr. Hickman would be <br />approximately the same as it is now. He said each property owner will be <br />assessed $3,000, with the City contributing $5,000 for a total of $11,000. <br /> <br />Ms. Wooten asked why Mr. Hickman should pay for improvements to an alley that <br />only serves the purposes of Bill Storms. Ms. Ehrman said the alley would be <br />a public alley that serves more people than just Mr. Storms. <br /> <br />Mr. Reinhard said staff notified both Mr. Hickman and Mr. Storms about the <br />agenda item but said it is not a public hearing. He pointed out that <br />abutting property owners pay for improvements any time an alley is improved. <br /> <br />Roll call vote; the motion carried unanimously, 6:0. <br /> <br />e <br /> <br />VI. FY89 METROPOLITAN WASTEWATER MANAGEMENT COMMISSION (MWMC) BUDGET <br />RATIFICATION <br /> <br />City Manager Mike Gleason introduced the item. <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, to ratify the FY89 <br />Metropolitan Wastewater Management Commission budget. Roll <br />call vote; the motion carried unanimously, 6:0. <br /> <br />VII. ORDINANCE CONCERNING A SEWER ASSESSMENT DEFERRAL LOAN PROGRAM <br /> <br />City Manager Mike Gleason introduced the item. Les Lyle, City Engineer, said <br />the ordinance is intended to provide a mechanism for low-income property <br />owners in the River Road/Santa Clara area to qualify for a deferral program <br />for sewer construction. He said the City is working jointly with the <br />Department of Environmental Quality (DEQ) in a revolving fund loan program to <br />pay for the ordinance.
