<br />e <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time. Roll call vote; the motion carried unanimously, <br />6:0. <br /> <br />Council Bill 3043 was read the second time by council bill number only. <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors voting aye, the bill was declared passed (and <br />became Ordinance No. 19555). <br /> <br />VIII. 1988-89 COMMUNITY DEVELOPMENT BLOCK GRANT STATEMENT OF OBJECTIVES <br /> <br />City Manager Mike Gleason introduced the item. Linda Dawson, Development <br />Department, presented the staff report. She said the entitlement funding for <br />next year has been reduced by 5 percent for a $54,000 reduction. She said <br />the reduction will not affect existing program areas due to an unanticipated <br />increase in the level of program income in the Housing and Investment <br />Property Redevelopment program area. <br /> <br />Ms. Dawson said an unallocated amount of $11,000 listed in the council packet <br />for social service funding is now being recommended for FOOD for Lane County, <br />4It bringing the total proposed funds for that group to $60,509. <br /> <br />Responding to a question as to whether the Joint Social Services Fund <br />Committee actually took the action to allocate the additional money, Steve <br />Manela, staff to the Joint Fund, said prior to putting together the final <br />recommendations for the Joint Social Services Fund, City staff assembled the <br />information for the council's packet tonight. The Joint Social Services Fund <br />Committee included the $11,000 in Community Development Block Grant funding <br />for that project in their final recommendation. There is still a $14,000 gap <br />in funding for that service that will have to be addressed by the council. <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, to approve the 1988- <br />89 Community Development Block Grant Statement of Objectives. <br /> <br />Ms. Ehrman said she anticipates the council will be hearing about the Joint <br />Social Services Fund in the future. She said there were several complaints <br />at a recent hearing that in three years the City's contribution to the fund <br />has not grown while the costs for the various groups have grown. She <br />predicted there will be emotional testimony that the City needs to increase <br />its contribution to the fund. <br /> <br />Ms. Wooten said she concurs with Ms. Ehrman1s comments. She said the City's <br />Joint Social Service Fund contribution is part of the council1s first <br />financial management plan priority in the category of public safety.
