<br />e making their local community safet and that their second priority is the <br /> economy. <br /> Dick Millert 2640 Malabar Drive, said he is appearing as president of the <br /> Eugene Chamber of Commerce. He said the chamber is concerned about the <br /> administrative costs to the City if the MRV is adopted. He said the chamber <br /> recommends that the council adopt version B. Mr. Miller said the chamber <br /> does not claim that its survey is statistically valid. However, he said <br /> there are thousands of communities begging for industries to move to their <br /> areas. He added the ordinance is pre-empted by Federal authorities if it <br /> impairs Congressl war powers. <br /> Dan Jones, 2638 Hawkins Street, said there are two different drummers, one <br /> that supports commerce, jobs, etc., and the other that represents the popular <br /> opinion of the community. He said he is not sure what to do to have the <br /> council listen to the popular drum beat of the community. <br /> Jerome Garger, 3460 Pearl Street, urged the council to represent the majority <br /> of the people in the community by supporting a strong Nuclear Free Zone. He <br /> said the members of the council should expand their aware~ess and pull their <br /> heads out of their profit and loss statements. <br /> Vip Short, 1740 East 25th Street, said the council needs to realize that the <br /> community got the issue right the first time. He said if peace cannot be <br /> achieved in Eugene, it cannot be achieved anywhere. He said he does not <br />e trust the government officials in Washington DC and Moscowt and said he is <br /> having a difficult time trusting the City Council. <br /> Mayor Obie recessed the meeting for ten minutes at 8:40 p.m. He said he is <br /> calling the recess because certain members of the audience refuse to respect <br /> his request to refrain from applauding. He pointed out that by holding <br /> tonight.s public hearing, the council is respecting the wishes of people who <br /> last year complained there was no public hearing. <br /> Bayard McConnaugheYt 1653 Fairmount Boulevardt said the City should be <br /> cautious about randomly attracting businesses to Eugene that might contribute <br /> to a deterioration in the quality of life here. He said the City should <br /> begin with those companies it wants and have strict restrictions on what is <br /> allowable. He said the council should make an honest effort to carry out the <br /> mandate of the earlier votes. He said he would feel betrayed if the intent <br /> of the votes is deliberately changed. <br /> Evelyn McConnaugheYt 1653 Fairmount Boulevard, said she objects to the <br /> council.s refusal to implement the Nuclear Free Zone that was approved by <br /> almost 60 percent of the voters. She pointed out the Nuclear Free Zone that <br /> has been in effect since 1986 has not proven to be a deterrent to economic <br /> development. <br /> Richard Hansent 2744 Tomahawk Lanet commended the council for taking the time <br /> to carefully review the issue.
